size limit for avatars without having to print it out then shrinking it on a copy machine before rescanning it?

You use image processing software that can adjust the dimensions of your picture. I use one called PhotoImpact.
To make the image the exact right size in pixels can be tricky, because you enter a whole-number percentage for the reduction, and sometimes 66% will be three pixels too small and 67% will be two pixels too big. When that happens you have to chop off something from the pre-reduced image and try shrinking again.
If the ratio of the width (x) dimension to the height (y) dimension on the original image is wrong for the avatar image, you will have to chop off from the dimension that is too long so that the ratio becomes correct.

I used "Photo Express", which came with my scanner, to work Lampshade's pic.
I simply assembled it as a bitmap, then copied and pasted into a P. Express picture frame and reduced it. It didn't take long before the Swastika became vague which I suppose was at most important for the Lampshade

Can you save your picture to your "My Pictures" files, then open it with paint, then resize, save again, then drop & drag it to some freebie webpage for publishing, then............
