On the program , Kievsky, Chain and Linder were talking about Russia hitting peak oil production in the 80's and now Russia is producing more Oil than Saudi Arabia and they couldn't see the reason .

The Soviets were very bad at field management and exploration , so they peaked in the 80's, then there was the political turmoil of the 90's . Now the Russians have been able to aquire more modern drilling , exploration and field management techniques . Additionally , there was great deal of drilling innovation in the 90's , new methods of extraction and field exploitation . It is very reasonable that the Russians had a temporary peak in the 80's and have now exceeded that .

It is only reasonable that the Russians should be the world's largest oil producer , given their great land mass and the assumption that oil is somewhat randomly distributed around the globe .
