RECRUITED GIRLS AS YOUNG AS 13

New York City man who ran a prostitution ring that recruited minor girls to work in Atlantic City and other U.S. cities was sentenced to more than 23 years in federal prison Friday. An associate pimp was sentenced to eight years for his part.

Matthew D. Thompkins, 37, who called himself “Knowledge,” ran his business out of several homes, including one at 719 Second Ave. in Galloway Township. Melissa Ramlakhan, who was listed as the home’s owner, allegedly was the business’ bookkeeper.

The prostitutes the group recruited were as young as 13 years old. One victim told the FBI that Thompkins promised her a cell phone, a house and a car if she made enough money prostituting in Atlantic City. When she told him she was only 14, he said “A lot of the girls started working for me when they were that young.”

The ring operated from 1999 through 2005 in Atlantic City, New York, Las Vegas, Boston and Miami.

On Friday, Thompkins, who is from the Bronx, was sentenced to 280 months in prison. There is no parole in the federal system. Thompkins also must pay a $5,000 fine and will be supervised for the rest of his life upon his release.

Thompkins pleaded guilty Oct. 27, to conspiracy to transport minors to engage in prostitution and conspiracy to engage in money laundering. He agreed to forfeit $748,243, the Galloway home, three properties in New York and eight vehicles, all proceeds from the prostitution ring. At one of his homes, Thompkins had a trophy proclaiming him “International Pimp of the Year.” The Manhattanville, N.Y., letter carrier apparently used his postal background in hiding the money trail. Thompkins directed members of the criminal ring to convert the prostitution proceeds to U.S. Postal and Western Union money orders in amounts under the legal reporting requirement of $3,000. More than $850,000 in money orders have been connected to the ring so far.

Demetrius Lemus, 37, also of the Bronx, was sentenced to 96 months in federal prison Friday. He was one of two people Thompkins groomed to run the business with him and act as enforcers. The other, Noel R. Lopez, is still wanted, according to the FBI Web site. Lemus pleaded guilty in August. He also must pay a $2,500 fine and will have lifetime supervision when he is released.

Thompkins and Lemus have been in jail since Dec. 12, 2005, when they were arrested as part of a nationwide prostitution sting by the FBI. A total of 19 people were arrested at the time, and more than 30 people were charged as agents broke up three child-prostitution rings.

In the local case, Ramlakhan, Anna Argyroudis, Emily and Jacqueline Collins-Koslosky and Kemyra Jemerson have all pleaded guilty to recruiting and transporting young girls to work as prostitutes. They are all awaiting sentencing.

The case is part of “Innocence Lost,” a cooperative effort to prevent and prosecute cases involving child prostitution. So far, the initiative — under the FBI, U.S. Department of Justice and the National Center for Missing and Exploited Children — has made 697 arrests and 136 convictions, with 275 open investigations.

Another article mentioned he had a regular "Pimp of the Year" trophy as well. I think they have competitions for most of the larger cities.
