View Full Version : Russia Fucks Obama. Kyrgyzstan Shuts Down Kwa Base.

MOSCOW — In a setback to the escalating U.S. military efforts in Afghanistan , the president of Kyrgyzstan said Tuesday that his government will shut down the American air base in his country.
U.S. officials say that the Manas Air Base is vital to plans to send an additional 30,000 American troops to Afghanistan , a linchpin of President Barack Obama's efforts to pacify the country.:D
The announcement by President Kurmanbek Bakiyev came in Moscow , not in his own capital, and shortly after the Russian government reportedly agreed to lend Kyrgyzstan $2 billion , write off $180 million in debt and add another $150 million in aid. Although the Russian government didn't release a statement about the decision, the timing and place of the announcement indicated that the Kremlin had been involved.
The Russian government has been pushing to restore its clout in the former Soviet sphere of influence — despite deep economic problems at home — a trend that most analysts say will make Obama's dealings with Russia delicate at best.
"It's a direct challenge to the new American administration. Russia is going out of its way to close an American base," said Pavel Felgenhauer , a Moscow -based military analyst.
Two weeks ago, Gen. David Petraeus , the head of the U.S. Central Command, which oversees American military operations in the Middle East and south Asia , said that senior Kyrgyz officials had assured him that there were no discussions between the country and Russia about closing the base in exchange for aid.
The Manas installation is viewed as "the premier air-mobility hub" for U.S. and allied operations in Afghanistan , with about 1,000 military personnel from America, Spain and France stationed there, according to a U.S. Air Force Web site.
Bakiyev explained in Moscow that the decision had been made because "we have repeatedly raised with the United States the matter of economic compensation for the existence of the base in Kyrgyzstan , but we have not been understood," Russian news wires reported.
Bakiyev said that after the base opened in 2001 the understanding was that "it was one or two years that were being talked about. Eight years have passed."
Last month, the Kremlin said it would open transportation lines through Russia to Afghanistan to help U.S. forces circumvent the violence-plagued route across the Pakistani border.
Analyst Felgenhauer said the message from the two actions was clear: The Kremlin is willing to help the American military in Afghanistan , but only on the condition that the United States recognizes its authority in central Asia .
Or, more simply put, "we will not allow their bases in our sphere of influence," said Felgenhauer, a critic of Kremlin policy.
Although he didn't cite the base closing, Russian President Dmitry Medvedev made a point of saying in Moscow that Kyrgyzstan and Russia "are open to coordinated action" with the U.S.-led coalition in Afghanistan .

Despite this officials in Washington said the US was still hoping to continue using the Manas base.
Manas - outside the Kyrgyz capital, Bishkek - supports US and Nato operations in Afghanistan and is the only US base in Central Asia.
The closure of the base will be a big blow for those operations in Afghanistan, the BBC's Richard Galpin in Moscow says.


The announcement comes at a critical moment, just as the new administration of US President Barack Obama plans a sharp increase in the number of American troops in Afghanistan.
For Russia, on the other hand, it is a significant diplomatic victory as it seeks to reassert its influence in all former Soviet republics and beyond, our correspondent says.
'Right price'
In Moscow, President Bakiyev said his government "has made the decision on ending the term for the American base on the territory of Kyrgyzstan".
He said the Manas base - set up in 2001 to assist the US military operation against al-Qaeda and the Taleban in Afghanistan - was only meant to be open for two years at the most.




But perhaps more importantly, he made it clear the Americans had not been willing to pay what Bishkek regards as the right price to keep the base open, our correspondent says. T.J.B.
He adds that now the Russian government has stepped in with a huge financial package for Kyrgygstan - $2bn in loans and another $150m in aid.

Pretty simple really. Russia knows America is on its way down. It will be Russia and China as the world's leaders, or with proper political maneuvers, Russia alone.

Kyrgyzstan produces and exports lots of electricity. They also have gold, uranium, other minerals, and lots of people who with little training could make all kinds of trinkets. Think of it as their own little Mexico, although the people are mostly White so they are better behaved and smarter.

Kyrgyzstan says its decision to close a US base that serves as a vital supply route for US and Nato operations in Afghanistan is "final".
It contradicts US statements that talks are ongoing about the base's future.
Meanwhile, the US has asked to move supplies through Russia, and Tajikistan has said it will allow the transit of non-military goods into Afghanistan.
Nato is understood to be increasingly concerned about the security of its supply routes through Pakistan.
Most of its supplies come through Pakistan's Khyber Pass, which has come under increasing militant attacks.
Critical timing
"The decision has been made," said Kyrgyz government spokesman Aibek Sultangaziyev.
"The US embassy and the [Kyrgyz] foreign ministry are exchanging opinions on this, but there are no discussions on keeping the base."



Manas, just outside the capital Bishkek, is the only US base in Central Asia and is a vital transit point for Nato and US operations in Afghanistan - an hour-and-a-half's flight away.
The base is used to refuel Afghan-bound planes, and is the first point of stop for the majority of coalition troops on their way in and out of Afghanistan.
The closure announcement came after Russia promised Kyrgyzstan $2bn (£1.4bn) in aid. However, Kyrgyzstan says the moves are not linked.
Kyrgyz MPs will vote on the closure later this month.
Russia has long opposed the presence of American military forces in Central Asia, says the BBC's Richard Galpin in Moscow.
Russia says it has agreed to a request from the US to allow the transit of non-military Nato supplies across its soil, but says it is waiting for details of specific shipments before issuing permissions.



"As soon as that happens we will give the corresponding permission," said Foreign Minister Sergei Lavrov, quoted by Russian media.

Last I heard on this story is that the US has to crawl to the Russians, hat in hand, for permission to use Russian controlled areas to resupply ZOG forces. So, now, if they piss off Obama, he can cut off supplies to ZOG forces in the sandbox just like he cuts off natural gas, etc. He must think that the Kwa politicians are real idiots-and he is right. No wonder they wouldn't shake the nigger's hand when he was over there. :D

The deal will help resupply US troops in Afghanistan with weaponry and ammunition [AFP] Moscow is set to allow the United States to ship military supplies to its troops in Afghanistan through Russian territory, sources have said.

The transit agreement is expected to be signed during a visit by Barack Obama, the US president, to Russia next week.
"The agreement will include the transit of all US goods, including military ones," a senior Kremlin source told the Reuters news agency.

Moscow already allows Washington to send "non-lethal" supplies - such as food - overland through Russia before passing through Central Asia on their way to Afghanistan.
Most supplies for US-led and Nato forces in Afghanistan are sent through Pakistan, but convoys have repeatedly come under attack from pro-Taliban fighters in the border regions.

A US source confirmed that the deal was expected to go ahead and said it would make a step forward in co-operation over Afghanistan.

'American friends'

Dmitry Medvedev, the Russian president, has repeatedly said he is ready to work with US-led forces and the Nato military alliance in Afghanistan, although Moscow has ruled out sending any of its own troops to fight in the country.

"The Russians have always been interested in helping their American friends in Afghanistan and now is the right time," Alexander Pikayev of the Institute for World Economy and International Relations told Al Jazeera.

"Moscow, after last year's differences around Georgia, is really keen to improve relations with the United States," he said.

Obama is due to arrive in Moscow on Monday for a highly anticipated visit during which Afghanistan is expected to be just one area of discussion.

Talks are also likely to focus of US plans to build a missile shield in eastern Europe and nuclear disarmament as the two nations seek to mend ties.

On Saturday, Obama had warm words for his Russian counterpart after voicing some sharp criticism of the attitude of Vladimir Putin, his predecessor, two days earlier.

"America respects Russia, we want to build relations where we deal as equals," he told the Vesti Russian-language news channel on Saturday.

'Forward-looking'

He said Medvedev was a "thoughtful, forward-looking individual" who is "doing a fine job of leading Russia into the 21st century".

Obama went on to describe Putin as being "a very strong leader for the Russian people".

Medvedev also spoke positively of the chances for success in a statement released to mark US independence day.

"We expect that concrete results will be reached at the summit which will open up new prospects for the development of our relations," he said. "I sincerely hope that with our mutual efforts ... Russia-US relations can be brought to a new level of quality."
