The Gypsy's spiel was simple: "paypal me $$$, and I'll tell you which stocks to buy". (Apparently, the Gypsy and his "clients" are not aware of investment alternatives other than buying stocks.) He even "guaranteed" that his stock picks were less risky than and would outperform government bonds. Problem is, one needs paperwork to sell "investment advise" to U.S. citizens or nationals - even if you're physically outside the U.S. and even if you're selling "investment advise" rather than the actual securities. Not having the paperwork makes fdtwainth / George Lenz and anyone aiding and abetting his scams into felons.
I have no sympathy for anyone who was ripped off by this Gypsy (one has to be really stupid and greedy to fall for such an obvious scam), but you can nevertheless lodge a complain with the Securities and Exchanges Commission here: http://sec.gov/complaint.shtml
