Domain name registrars aren't the only level an Internet service can be censored.

Unless you own an anycast network with dozens of PoPs worldwide, when DDoS proof DNS providers (only 5 of these) drop you, you're dead. And ARIN/RIPE will jack your IPs.

we have Tor, and it mitigates ICANN and also ARIN/RIPE-NCC/APNIC/AFRINIC/LACNIC (we'll all have to worry about those jacking IPs when we have ICANN beat, mark my words)
