A Family Business of Perpetual War

Exclusive: Victoria Nuland and Robert Kagan have a great mom-and-pop business going. From the State Department, she generates wars and – from op-ed pages – he demands Congress buy more weapons. There’s a pay-off, too, as grateful military contractors kick in money to think tanks where other Kagans work, writes Robert Parry.

Neoconservative pundit Robert Kagan and his wife, Assistant Secretary of State Victoria Nuland, run a remarkable family business: she has sparked a hot war in Ukraine and helped launch Cold War II with Russia – and he steps in to demand that Congress jack up military spending so America can meet these new security threats.

This extraordinary husband-and-wife duo makes quite a one-two punch for the Military-Industrial Complex, an inside-outside team that creates the need for more military spending, applies political pressure to ensure higher appropriations, and watches as thankful weapons manufacturers lavish grants on like-minded hawkish Washington think tanks.

Not only does the broader community of neoconservatives stand to benefit but so do other members of the Kagan clan, including Robert’s brother Frederick at the American Enterprise Institute and his wife Kimberly, who runs her own shop called the Institute for the Study of War.

Robert Kagan, a senior fellow at the Brookings Institution (which doesn’t disclose details on its funders), used his prized perch on the Washington Post’s op-ed page on Friday to bait Republicans into abandoning the sequester caps limiting the Pentagon’s budget, which he calculated at about $523 billion (apparently not counting extra war spending). Kagan called on the GOP legislators to add at least $38 billion and preferably more like $54 billion to $117 billion:

“The fact that [advocates for more spending] face a steep uphill battle to get even that lower number passed by a Republican-controlled Congress says a lot — about Republican hypocrisy. Republicans may be full-throated in denouncing [President Barack] Obama for weakening the nation’s security, yet when it comes to paying for the foreign policy that all their tough rhetoric implies, too many of them are nowhere to be found. …

“The editorial writers and columnists who have been beating up Obama and cheering the Republicans need to tell those Republicans, and their own readers, that national security costs money and that letters and speeches are worse than meaningless without it. …

“It will annoy the part of the Republican base that wants to see the government shrink, loves the sequester and doesn’t care what it does to defense. But leadership occasionally means telling people what they don’t want to hear. Those who propose to lead the United States in the coming years, Republicans and Democrats, need to show what kind of political courage they have, right now, when the crucial budget decisions are being made.”

So, the way to show “courage” – in Kagan’s view – is to ladle ever more billions into the Military-Industrial Complex, thus putting money where the Republican mouths are regarding the need to “defend Ukraine” and resist “a bad nuclear deal with Iran.”

Yet, if it weren’t for Nuland’s efforts as Assistant Secretary of State for European Affairs, the Ukraine crisis might not exist. A neocon holdover who advised Vice President Dick Cheney, Nuland gained promotions under former Secretary of State Hillary Clinton and received backing, too, from current Secretary of State John Kerry.

Confirmed to her present job in September 2013, Nuland soon undertook an extraordinary effort to promote “regime change” in Ukraine. She personally urged on business leaders and political activists to challenge elected President Viktor Yanukovych. She reminded corporate executives that the United States had invested $5 billion in their “European aspirations,” and she literally passed out cookies to anti-government protesters in Kiev’s Maidan square.

Working with other key neocons, including National Endowment for Democracy President Carl Gershman and Sen. John McCain, Nuland made clear that the United States would back a “regime change” against Yanukovych, which grew more likely as neo-Nazi and other right-wing militias poured into Kiev from western Ukraine.

In early February 2014, Nuland discussed U.S.-desired changes with U.S. Ambassador to Ukraine Geoffrey Pyatt (himself a veteran of a “regime change” operation at the International Atomic Energy Agency, helping to install U.S. yes man Yukiya Amano as the director-general in 2009).

Nuland treated her proposed new line-up of Ukrainian officials as if she were trading baseball cards, casting aside some while valuing others. “Yats is the guy,” she said of her favorite Arseniy Yatsenyuk.

Disparaging the less aggressive European Union, she uttered “Fuck the EU” – and brainstormed how she would “glue this thing” as Pyatt pondered how to “mid-wife this thing.” Their unsecure phone call was intercepted and leaked.

Ukraine’s ‘Regime Change’

The coup against Yanukovych played out on Feb. 22, 2014, as the neo-Nazi militias and other violent extremists overran government buildings forcing the president and other officials to flee for their lives. Nuland’s State Department quickly declared the new regime “legitimate” and Yatsenyuk took over as prime minister.

Russian President Vladimir Putin, who had been presiding over the Winter Olympics at Sochi, was caught off-guard by the coup next door and held a crisis session to determine how to protect ethnic Russians and a Russian naval base in Crimea, leading to Crimea’s secession from Ukraine and annexation by Russia a year ago.

Though there was no evidence that Putin had instigated the Ukraine crisis – and indeed all the evidence indicated the opposite – the State Department peddled a propaganda theme to the credulous mainstream U.S. news media about Putin having somehow orchestrated the situation in Ukraine so he could begin invading Europe. Former Secretary of State Clinton compared Putin to Adolf Hitler.

As the new Kiev government launched a brutal “anti-terrorism operation” to subdue an uprising among the large ethnic Russian populations of eastern and southern Ukraine, Nuland and other American neocons pushed for economic sanctions against Russia and demanded arms for the coup regime. Amid the barrage of “information warfare” aimed at both the U.S. and world publics, a new Cold War took shape. Prominent neocons, including Nuland’s husband Robert Kagan, a co-founder of the Project for the New American Century which masterminded the Iraq War, hammered home the domestic theme that Obama had shown himself to be “weak,” thus inviting Putin’s “aggression.”

In May 2014, Kagan published a lengthy essay in The New Republic entitled “Superpowers Don’t Get to Retire,” in which Kagan castigated Obama for failing to sustain American dominance in the world and demanding a more muscular U.S. posture toward adversaries.

According to a New York Times article about how the essay took shape and its aftermath, writer Jason Horowitz reported that Kagan and Nuland shared a common world view as well as professional ambitions, with Nuland editing Kagan’s articles, including the one tearing down her ostensible boss.

Though Nuland wouldn’t comment specifically on her husband’s attack on Obama, she indicated that she held similar views. “But suffice to say,” Nuland said, “that nothing goes out of the house that I don’t think is worthy of his talents. Let’s put it that way.”

Horowitz reported that Obama was so concerned about Kagan’s assault that the President revised his commencement speech at West Point to deflect some of the criticism and invited Kagan to lunch at the White House, where one source told me that it was like “a meeting of equals.” [See Consortiumnews.com’s “Obama’s True Foreign Policy ‘Weakness.’”]

Sinking a Peace Deal

And, whenever peace threatens to break out in Ukraine, Nuland jumps in to make sure that the interests of war are protected. Last month, German Chancellor Angela Merkel and French President Francois Hollande hammered out a plan for a cease-fire and a political settlement, known as Minsk-2, prompting Nuland to engage in more behind-the-scenes maneuvering to sabotage the deal.

In another overheard conversation — in Munich, Germany — Nuland mocked the peace agreement as “Merkel’s Moscow thing,” according to the German newspaper Bild, citing unnamed sources, likely from the German government which may have bugged the conference room in the luxurious Bayerischer Hof hotel and then leaked the details.

Picking up on Nuland’s contempt for Merkel, another U.S. official called the Minsk-2 deal the Europeans’ “Moscow bullshit.”

Nuland suggested that Merkel and Hollande cared only about the practical impact of the Ukraine war on Europe: “They’re afraid of damage to their economy, counter-sanctions from Russia.” According to the Bild story, Nuland also laid out a strategy for countering Merkel’s diplomacy by using strident language to frame the Ukraine crisis.

“We can fight against the Europeans, we can fight with rhetoric against them,” Nuland reportedly said.

NATO Commander Air Force Gen. Philip Breedlove was quoted as saying that sending more weapons to the Ukrainian government would “raise the battlefield cost for Putin.” Nuland interjected to the U.S. politicians present that “I’d strongly urge you to use the phrase ‘defensive systems’ that we would deliver to oppose Putin’s ‘offensive systems.’”

Nuland sounded determined to sink the Merkel-Hollande peace initiative even though it was arranged by two major U.S. allies and was blessed by President Obama. And, this week, the deal seems indeed to have been blown apart by Nuland’s hand-picked Prime Minister Yatsenyuk, who inserted a poison pill into the legislation to implement the Minsk-2 political settlement.

The Ukrainian parliament in Kiev added a clause that, in effect, requires the rebels to first surrender and let the Ukrainian government organize elections before a federalized structure is determined. Minsk-2 had called for dialogue with the representatives of these rebellious eastern territories en route to elections and establishment of broad autonomy for the region.

Instead, reflecting Nuland’s hard-line position, Kiev refused to talks with rebel leaders and insisted on establishing control over these territories before the process can move forward. If the legislation stands, the result will almost surely be a resumption of war between military forces backed by nuclear-armed Russia and the United States, a very dangerous development for the world. Not only will the Ukrainian civil war resume but so will the Cold War between Washington and Moscow with lots of money to be made by the Military-Industrial Complex. On Friday, Nuland’s husband, Robert Kagan, drove home that latter point in the neocon Washington Post.

The Payoff

But don’t think that this unlocking of the U.S. taxpayers’ wallets is just about this one couple. There will be plenty of money to be made by other neocon think-tankers all around Washington, including Frederick Kagan, who works for the right-wing American Enterprise Institute, and his wife, Kimberly, who runs her own think tank, the Institute for the Study of War [ISW].

According to ISW’s annual reports, its original supporters were mostly right-wing foundations, such as the Smith-Richardson Foundation and the Lynde and Harry Bradley Foundation, but it was later backed by a host of national security contractors, including major ones like General Dynamics, Northrop Grumman and CACI, as well as lesser-known firms such as DynCorp International, which provided training for Afghan police, and Palantir, a technology company founded with the backing of the CIA’s venture-capital arm, In-Q-Tel. Palantir supplied software to U.S. military intelligence in Afghanistan.

Since its founding in 2007, ISW has focused mostly on wars in the Middle East, especially Iraq and Afghanistan, including closely cooperating with Gen. David Petraeus when he commanded U.S. forces in those countries. However, more recently, ISW has begun reporting extensively on the civil war in Ukraine. In other words, the Family Kagan has almost a self-perpetuating, circular business model – working the inside-corridors of government power to stimulate wars while simultaneously influencing the public debate through think-tank reports and op-ed columns in favor of more military spending – and then collecting grants and other funding from thankful military contractors.

To be fair, the Nuland-Kagan mom-and-pop shop is really only a microcosm of how the Military-Industrial Complex has worked for decades: think-tank analysts generate the reasons for military spending, the government bureaucrats implement the necessary war policies, and the military contractors make lots of money before kicking back some to the think tanks — so the bloody but profitable cycle can spin again.

The only thing that makes the Nuland-Kagan operation special perhaps is that the whole process is all in the family.

Victoria Nuland, the Balkans & the two-fold Cold War agenda of keeping the US-NATO Empire in


With regard to the production of geopolitical discourses, the field of critical geopolitics distinguishes between the "intellectuals of statecraft" and the "dissident intellectuals". The intellectuals of statecraft are those whose activities are directed toward the extending and deepening the power of the status quo, whereas the dissident intellectuals endeavor to demystify and deconstruct the existing networks of power and privilege.[1] The former are the creators of official manipulations and lies, while the latter seek to reveal the hidden truths behind them. While the latter write for BFP on a voluntary basis, the former work for the government agencies for a lot of taxpayers' money. This article is about one such intellectual of statecraft and the little known aspect of her geopolitical activities.

Victoria Nuland attained global spotlight relatively recently in connection to the Euromaidan events in Ukraine in early 2014. Her expletive regarding the EU travelled around the globe within minutes of the appearance of the leaked telephone conversation between her and the US ambassador to Ukraine Geoffrey Pyatt on Youtube.[2] The very day the conversation became public, I took part in the panel discussion on the geopolitical significance of the events in Ukraine at the Center for Civic Education in Podgorica, Montenegro.[3]

In my presentation, I stated that we would be able to judge as to whether there was any commitment to political accountability and sensible diplomacy in the US State Department by Nuland's subsequent professional fate. I claimed that if she did not resign after such an outrageous diplomatic scandal, it would mean that the moral decay and corruption, coupled with imperial and aggressive disregard for all differences in approach and opinion, took hold within the State Department and was now beyond repair. Not surprisingly, this is exactly what happened. Nuland held on to her post and her brand of "diplomacy" appears to have become the norm in the US relations with both the allies and the supposed opponents in Europe and beyond.

Even though Nuland became a high-level functionary of the State Department only about a year and a half ago (she was appointed assistant secretary of state for European and Eurasian affairs in September 2013), she has been active in the US foreign policy establishment for more than two decades.[4] She began her career in the US embassies in Russia and Mongolia and later worked in the US Mission to NATO. From 2000 to 2003, she was the US deputy permanent representative to NATO, and she became the (18th) US permanent representative (ambassador) to NATO from 2005 to 2008. In between the two NATO stints, she advised (who else but) the imperial chief strategist, the US vice president Dick Cheney. Obviously, she has been involved in formulating and implementing the expansionist geopolitical policies of NATO from the late 1990s. In this manner, she contributed a great deal to current political and economic instability on the European continent.

Together with her husband Robert Kagan, a well-known neoconservative author and one of the founders of the imperialist/globalist Project for a New American Century (PNAC), Nuland has been a member of the Washington inner circle of those who think that the US should make the entire planet serve its imperial interests. The government, professional, and academic networks of the Nuland-Kagan couple show that there is basically no distinction between the Democrats and Republicans when it comes to the goals of the imperial foreign policy.

In addition, just like some of the most powerful "intellectuals of statecraft" in the recent US history, Zbigniew Brzezinski and Madeleine Albright, Nuland has family roots in Eastern Europe (Odessa, Ukraine) and this may in part explain (but cannot justify) her distrustfully aggressive attitude toward Russia, its national interests and foreign policy goals. In fact, considering that the reductive anti-Russian worldview propelled the careers of both Brzezinski and Albright, the same could be anticipated in the case of Nuland as well. If the US foreign policy continues going down the current, ultimately destructive path, I would not be very surprised to see her appointed as the secretary of state in the next presidential administration.

While Nuland's geopolitical activities on the rimlands of Russia are well covered by the alternative and anti-imperial media (e.g. distributing monetary aid to the pro-imperial political forces in Ukraine and, more symbolically, cookies to the Maidan protesters),[5] not much has been written about her activities in the Balkans. This article aims to remedy that significant lacuna. In my opinion, the US-NATO extensive involvement in the Balkans is just as important for the success of the overall imperial agenda as the heavily militarized engagement on the borders of Russia and its Central Asian allies.

Nuland in the Balkans

In her capacity as the assistant secretary of state, Victoria Nuland visited the Balkans for the first time in the mid-July 2014. The general aim of her mission was two-fold. First, to further the imperial goals of strengthening the US-NATO hold over the region, and, secondly, to oppose the historical Russian and the emerging Chinese influences, using all the means at her disposal (from open threats to promises to look the other way while the attacks on free thought and human rights are being perpetrated by the Balkan governments).

Nuland first landed in Croatia and took part in the Croatia Forum in Dubrovnik on July 11, 2014. The Croatia Forum is a decade-old annual gathering of the foreign ministers and other political dignitaries from Europe and beyond involved in the formulation of foreign policy. Considering that Croatia is a member of NATO since 2009, it is not surprising that Nuland called it "a fantastic ally".[6] However, on the issue of gas and oil industry, Nuland cautioned the Croatian allies to be careful and make "smart decisions". This was an implicit reference to the talks going on at the time on the possible business deals between the Croatian oil and gas companies and the Russian Gazprom.[7] Also, at the time, the building of the South Stream oil pipeline was still in the cards and Nuland was concerned that Croatia's involvement in its future operations would lead to its developing tighter and mutually profitable economic links with Russia. As is known, the pipeline was later cancelled after the intense political pressure by the US and EU officials on the Bulgarian government. Obviously, in this respect, Nuland got what she wanted, but this outcome will lead to the imposition of heavy economic costs on the ordinary citizens of the Balkans left without a source of cheap(er) energy.

Even though Nuland did not visit Bosnia-Herzegovina, she did not miss the opportunity to mention it in her Dubrovnik speech by calling for the strengthening of the country's unity, a code phrase for the revision of the 1995 Dayton Agreements which ended the civil war. She publicly contradicted her "fantastic ally", the Croatian prime minister Zoran Milanović who, at the same forum only a day earlier, said that the revision of the B-H constitution was "unrealistic".[8] However, Nuland's statement points to the existence of a policy disagreement between the "allies", and therefore we could expect more political and economic instability in B-H in the coming period in order to suit the US imperial "strategy of tension".

The next stop on the Nuland's Balkan tour was Podgorica, the capital city of Montenegro. Nuland met with all the top corrupt political dignitaries, the prime minister Milo Djukanović, a long-time CIA asset, the "president" Filip Vujanović, illegitimately elected in the rigged elections in April 2013, and the "usual puppets," the ministers of foreign affairs and defense, Igor Lukšić and Milica Pejanović-Djurišić.[9] She vexed ecstatic on the "political progress" in one of the most extensively mafia-controlled countries in the world and of course promised her help to get Montenegro an invitation to NATO membership by the end of 2015. Needless to say, Nuland also praised Djukanović, who has been in power since the fall of the Berlin Wall in 1989, and is known to have been involved in the massive war crimes as well as many organized crime operations over the last 25 years.

From Podgorica, Nuland went to Tirana, the capital of Albania where she met with the top level Albanian officials, the prime minister Edi Rama, the president Bujar Nishani, and the speaker of the Parliament Ilir Meta. All three thanked Nuland on the continued US support, while Rama also mentioned the US support for "the Albanian people in the region".[10] This mention is of extreme relevance as it has to do with the relations between Albania and Kosovo, which have become very close since Kosovo's declaration of independence in 2008. In some circles, the increasing economic and political integration between the two conjures up the fear of a "Greater Albanian" state, the efforts on behalf of which by certain influential Albanian political elites (both in the region and in the US) could seriously destabilize the Balkans.

In Montenegro and Albania, Nuland also met with the leaders of the parliamentary opposition. These leaders brought up serious charges against both Djukanović and Rama, which were no doubt the source of cynical laughter among the US Embassy officials after the end of the meetings. In both countries, the US puppets are in power, and, no matter how corrupt they get, while they remain puppets, they will get all the support they need to keep holding on.

After Tirana, Nuland's next stop was Prishtina, the capital of Kosovo, which many have called a "NATO state", considering that Kosovo's separation from Serbia was heavily supported by the US and its NATO allies. However, it is important to point out that not even all the NATO states have recognized Kosovo, which shows to what extent its recognition by other states (close to 110 at this point) was the result of the US imperial arm-twisting and not based on international law and relevant procedures. Is it surprising then that Nuland was herself lavished with praise from the Kosovo political leaders, including the suspected war criminals, Ramush Haradinaj and Hashim Thaçi? The president of Kosovo Atifete Jahjaga thanked Nuland on the US support for Kosovo's "broad Euro-Atlantic integrations", which is a code phrase for the close cooperation with NATO military and intelligence networks.[11]

On July 13, 2015, Nuland visited Belgrade and met with the Serbian president Tomislav Nikolić as well as with the foreign minister Ivica Dačić. Nikolić stressed that Serbia wants to have good relations with both "the West and the East", which is definitely not what Nuland wanted to hear.[12] The US imperial interests demand that the Balkan countries cut off all good and mutually beneficial relations with the East. At the end of the day (unless, in the meantime, there is the End of the World), this will no doubt turn out to be a Quixotic quest on the part of the US, but not before much more economic and political instability is imported into the region as the preferred weapon of imperial control.

In contrast to Nikolić, Dačić, the close ally of the former Serbian authoritarian leader, Slobodan Milošević, was - perhaps due to the past sins in the US eyes - more amenable to Nuland's rhetoric. He talked about the strengthening and extending the relations with the US on various economic and security issues. Nuland returned the "compliment" and asserted that she was "impressed" with the progress of Serbia and the "ambitious reform plan of the Serbian government". Is it necessary to point out that the ambition of this plan consists only in further applying the neoliberal austerity measures on the already heavily impoverished population of Serbia?

The last segment of Nuland's Balkan trip was in Skopje, the capital of Macedonia (FYROM). She met both with the president George Ivanov and the prime minister Nikola Gruevski. Predictably, the topics of discussion included the "Euro-Atlantic" integrations and the implementation of neoliberal economic policies.[13] Not much was mentioned about the prevailing corruption and human rights abuses in the country, but Nuland stressed that more needed to be done by the Macedonian government to alleviate the concerns of the "Albanian regions". This emphasis should be enough to explain the praise Nuland received both in Albania and Kosovo for the continued US support. No doubt the location of one of the newest and biggest US military bases in Europe (the Camp Bondsteel) in Kosovo, not far the Macedonian border, has something to do with it.

Nuland has not visited the Balkans since July 2014, but there are some indications that she will visit again this summer.[14] However, since her visit, she often met with the Balkan leaders either in Washington, DC or at the margins of various international political gatherings, such as, for instance, the Munich Security Forum. This means that the two-fold Cold War agenda of keeping the US-NATO Empire in, and all the others (including the autonomous populist forces) out, is in the full swing at this time. However, if we take into consideration the political events in Greece since SYRIZA's coming to power, this agenda has hardly any long-term viability.

Nuland’s visit, despite her warm words of friendship, must be look at with maximum suspicion, since it’s not known what larger ulterior motives she represents on behalf of the US government.


A Bad Omen

Nuland is most infamously known for her “F**k the EU!” comment that was uncovered during a secretly recorded conversation with the American Ambassador in Ukraine, Geoffrey Pyatt. The two were conspiring to build a new Ukrainian government even before democratically elected (but unpopular and corrupt) president Viktor Yanukovich was overthrown by the US-supported EuroMaidan coup. Nuland played a direct role in events, not only behind the scenes, but also on the streets, since she proudly handed out cookies and other foodstuffs to the ‘protesters’ that would violently seize power just over two months later. Her role in the Ukrainian events forever marks her as an agent for US-supported regime change in the former Soviet sphere, and her visit anywhere in that space should be seen as the bad omen that it is.

Like Husband, Like Wife

Normally an individual’s personal life doesn’t have any bearing on their professional one, but in the case of Nuland, it’s the opposite because her husband is the leading neo-conservative thinker Robert Kagan. He and his ilk are known for their expertise in exploiting foreign geography to maximize "US" power, regardless of the regional cost. Also, he previously referred to Azerbaijan in 2006 as a “dictatorship” and said the US will “pay the price” for dealing with it when responding to a user-submitted Q&A session with the Financial Times.


Duplicitous Games

Even more concerning for Azerbaijan isn’t the seditious game that the US and Nuland might be playing within the country, but the geopolitical one that they might be playing next door with Armenia. Although Washington says that it values Baku as a strategic and pragmatic partner, one needs to wonder to extent a prosperous, neutral Azerbaijan is more important to the US than a destabilized one that could be used as a weapon against Russia. To put everything into context, take a look at the threat that then-Secretary of State Hillary Clinton issued towards Russia and the Eurasian Union back in December 2012:

It’s going to be called a customs union, it will be called Eurasian Union and all of that, but let’s make no mistake about it. We know what the goal is and we are trying to figure out effective ways to slow down or prevent it.”
One year later, Ukraine, which could have been of immense value to the US and its geostrategy as a neutral, stable state, was in the middle of the US-supported EuroMaidan Color Revolution, showing that Washington will go to great and dramatic lengths to sacrifice its pragmatic interests for the sake of destabilizing Russia. So the question is, could the US also do the same in the Caucasus in order to simultaneously destabilize Russia from the southern flank while it’s distracted in dealing with Ukraine?

Armenia is arguably the weakest member of the Eurasian Union, and is thus the most prime for any external destabilization attempt. As the world has seen, the US will even go as far as instigating a war on Russia’s borders (the Ukrainian Civil War) just to hamper its regional integration efforts in the west. Could it also try to instigate a new war in Nagorno-Karabakh, too, in order to facilitate this goal in the south? If America is successful in instigating a continuation war between Armenia and Azerbaijan over Nagorno-Karabakh, neither of the two states would emerge as the strategic victor, since it’s the US that would ultimately triumph because it would have succeeded in destabilizing Russia at the entire Caucasus’ expense.

Walking A Tightrope

Given the fact that Azerbaijan can no longer trust the US to not conspire against its internal or external affairs, it is necessary for the country to tweak its foreign policy in order to best safeguard its interests. This means that although Baku cannot outright reject Washington or forget the two-decades-long history of fruitful cooperation with it (nor should it), it must pragmatically reorient its policies to adapt to multipolarity. By this, it is meant that Azerbaijan should look to diversify its partners and foreign policy dealings, namely, in the direction of Russia and Iran, the two neighborly countries that would support its leadership against any US-inspired plot against it. Although there are certainly challenges existing in bilateral relations with Iran, this doesn’t mean that they can’t be overcome in the interests of preserving Azerbaijan’s prosperity and protecting the country’s overall population from any unwanted trans-Atlantic tinkering that could endanger it.



Despite the fact that the US is most definitely interested in seeing Azeri energy power the EU, it is not yet known whether this objective of EU energy diversification is more important than the one of Russian destabilization. Under such circumstances, Azerbaijan must carefully walk a tightrope between the West (US/EU) on one hand, and the East (Russia/Iran) on the other, and if it is successful in delicately balancing between both worlds, then it can pivotally reap the resultant benefits thereof and propel its global prominence.
