South Africa's ANC Targets Serious Crime Fighting Unit

In its first major initiative under the leadership of Jacob Zuma, South Africa's ruling African National Congress has ordered the government of President Thabo Mbeki to dismantle the country's highly successful organized crime fighting unit, the Directorate of Special Operations, or Scorpions. Zuma and other high-profile individuals are facing trials this year as a consequence of investigations carried out by the Scorpions. In Johannesburg VOA's Delia Robertson takes a closer look at the Scorpions, the work they have done, and what the future may hold for South Africa without them.

The Scorpions was formed in January 2001, 16 months after President Mbeki promised the national legislature that the government would set up a squad to fight so-called priority crimes. Peter Gastrow, of the independent Institute for Security Studies says there was growing exasperation in the country at police failures in addressing a rising crime wave.

"One of the categories of crime which the police felt inadequate to address and which they didn't really understand, was a relative new category for South Africa, namely sophisticated organized crime, particularly trans-border and trans-national organized crime," said Gastrow.

The Scorpions were placed under the authority of the National Prosecuting Authority or NPA, a constitutionally-mandated body within the Department of Justice.

Early on, Scorpions recruits received intensive training from experienced foreign organizations such as Scotland Yard and the U.S. Federal Bureau for Investigation.

By South African policing standards, the conviction rate on cases investigated by the Scorpions appears spectacular, 95 percent in the 12-month period ending June 2007, with a similar record in previous years.

But analysts say the performance of the unit is difficult to compare with other policing units.

"They have bust and successfully prosecuted very, very complex cases emerging from the business sectors, political leaders, government officials; successful prosecutions which conventional police investigation I don't believe would have been able to solve," he added. "So in short, the overall risk for sophisticated organized crime has risen as a result of their interventions."

Despite their success, the unit has been surrounded by controversy.

Police officers, supported by their trade union, objected to the better salaries, training and working conditions than those received by ordinary police officers

And it was not too long before the unit was accused of being an agent of the apartheid government as well as a tool by President Mbeki to settle political scores.

A 2004 commission, headed by a retired judge, found the allegations of its connections with the apartheid government without merit. But, the allegations of the squad being used for political influence came to a head when it became clear that the Scorpions were investigating Jacob Zuma, who, at the time, was deputy president of the country. Zuma was fired from this post in 2005 after his legal advisor was convicted on charges of corruption which implicated him.

Shadrack Gutto, a constitutional and legal expert at the University of South Africa, says that despite the litany of such allegations about the Scorpions, none were ever proven.

"These remain unproven allegations, the mere fact that they are being shouted and repeated often does not turn them into facts or truth," said Gutto. "And indeed if somebody has such evidence and there is a matter before the court, then they should and they could have brought this already."

While many analysts note that the Scorpions are not without fault, Gastrow is one of many South Africans who say problems within the squad can be solved.

"But the question arises does that warrant the destruction of an institution; should one not rather see or explore the possibility of fixing it," said Gastrow. "I think it an important point, in any institution, obviously these things happen, far more serious incidents happen; they are then debated, discussed and one tries to fix it, rather than demolish and take the destructive course of doing away with it, without putting anything in its place."

The ANC's determination to get rid of the Scorpions has angered many South Africans who see it as an attempt to protect senior members of the new ANC leadership, including Jacob Zuma. Analyst Gutto agrees with this perception.

"Personally I do believe that there is good reason to suspect that the vigorous attempt to remove this is informed more, not by the fact of lack of lines of accountability, and so on; but rather in an attempt to remove the sting as it were and put it within the police force," continued Gutto. "And if this were to be done, it will send a very, very serious message out there to organized criminals that they have a field day , and impunity is also going to reign where particular important public figures may be protected against prosecution."

Opposition parties have warned they will do everything they can to prevent the dissolution of the Scorpions. Bantu Holomisa, leader of the United Democratic Movement, says his party is seeking to challenge the Scorpions' dissolution in the Constitutional Court.

"If they [the ANC] use their two-thirds majority to bull-doze this decision, then the UDM will be left with no other option but to seek a legal remedy. But the legal opinion which we are also seeking is whether we can not challenge this process before they come up with the amendment [to the law which founded the unit]. If we feel right now the rights of the citizen are being tampered with, there is nothing stopping us in filing an urgent application," he said.

The African National Congress says it is merely trying the align law enforcement agencies with the constitution which calls for a single police force. But constitutional lawyers argue that provision was originally intended to bring several apartheid-era police agencies under one roof. They add the constitution also includes a clause which allows the government to establish additional law enforcement agencies.

President Thabo Mbeki has not publicly commented on his party's demand except to say that he will act in accordance with the constitution.

Cape Town - Opposition parties have expressed optimism about the future of the Scorpions detective unit following President Mbeki's State of the Nation Address on Friday.

United Democratic Movement leader Bantu Holomisa welcomed Mbeki's remark that the Khampepe Judicial Commission's proposals would be taken into account when the future of the Scorpion was being considered.

"There is relief in the sense that we may not have to follow what the ANC leadership had said about the Scorpions."

Even though Mbeki did not give much of detail on the Scorpions, it was encouraging that he did not reiterate the ANC's call for the Scorpions to disband, said Holomisa.

Inkatha Freedom Party leader Mangosuthu Buthelezi was of the view that Mbeki had said everything he was expected to say.

"I was impressed by the fact that - even though he did not give enough details - he indirectly mentioned the issue of the Scorpions," Buthelezi said.

"In my view it was one of the best speeches he had ever made."

Freedom Front Plus leader Pieter Mulder said he was happy Mbeki had touched on the issue of the Scorpions, but added that he had expected more.

In his speech Mbeki said the future of the Scorpions would be known by the end of next month.

"Informed by the imperative to intensify the offensive against organised crime, as well as the recommendations of the Khampepe Judicial Commission on the functioning and location of the Directorate of Special Operations and continuing reflections on this matter, we shall by the end of March this year, interact with Parliament on legislation and other decisive measures required further to enhance our capacity to fight organised crime," Mbeki said.

How typically coonish, which is a combination of clownish and criminal. Jacob Zuma takes office, and his first move is to disband a police unit that has been investigating him. Niggers have no shame in the exercise of power. They don't understand the White mentality, which would be concerned for appearances. If they have the power, they use it.

South Africa: Ministers to Speak On Scorpions' Future This Week

South Africans can expect details surrounding the future of the Scorpions, to be outlined by the Ministers of Justice and Safety and Security later this week.

There has been speculation in the media that the Directorate of Special Operations, popularly known as the Scorpions, could be dissolved or realigned to fall under the South African Police Services - which reports to the Department of Safety and Security.

The DSO currently falls under the National Prosecuting Authority (NPA), which in turn reports to the Department of Justice and Constitutional Development.

Speaking at his official office in Parliament on Sunday, Tuynhuys, President Thabo Mbeki said that the Minister of Justice [Brigitte Mabandla] and Safety and Security [Charles Nqakula] will address all of the details surrounding the Scorpions and their efforts to deal with organised crime this week.

The President delivered his State of the Nation Address on Friday.

Following his speech, government departments communicate how they will implement the plans outlined by the President, through the clusters under which they fall.

In his speech Mr Mbeki said Cabinet had agreed on a set of changes intended to establish a new, modernised, efficient and transformed criminal justice system.

On Sunday the President said this review had to look beyond the Scorpions as there was more than one element in government's system dealing with organised crime.

There is also an organised crime division in the police, the Financial Intelligence Centre, the National Intelligence Agency, the South African Secret Service and Customs Services.

He explained the Scorpions were set up to specialise in organised crime as it was an issue government had to address.

The Scorpions were the only unit placed under the NPA, said the President.

He said the issue which had arisen was whether or not government would continue to be determined to fight organised crime.

"At the end of the day whatever happens in terms of the comprehensive review of the criminal justice system, the question that must be answered is whether we have strength and the capacity to fight organised crime or weakened it."

In his address to the nation he said the fight against organised crime would be intensified.

"We shall by the end of March this year, interact with Parliament on legislation and other decisive measures required further to enhance our capacity to fight organised crime," he said in the SONA.

On Sunday he said in terms of the criminal justice system as a whole, "government remains very, very firmly committed to ensuring that our capacity to fight organised crime is enhanced, not reduced".

Government will try to ensure that the Scorpions capacity to fight organised crime and maintaining their specialised capacities are not lost.

In 2005, President Mbeki appointed Judge Sisi Khampepe to examine the Directorate of Special Operations, or the Scorpions, mandate and relationship with the National Intelligence Agency; ascertain how to strengthen integrated efforts against organised crime and provide options regarding its appropriate location.

Amongst recommendations that the DSO report to the Justice Minister, the Commission further recommended that the SAPS be afforded the same legal powers as the Scorpions.

In 2006, Cabinet approved the Commission's recommendation to have the Scorpions remain within the NPA.

However, the decision was taken to allow the Scorpions law enforcement activities to be overseen by the Safety and Security Minister.

Russia, South Africa to carry out space, nuclear co-op

MOSCOW, Feb. 11 (Xinhua) -- A senior Russian official said hereon Monday his country will carry out cooperation with South Africain space research and nuclear energy sectors.

Russian Minister of Natural Resources Yuri Trutnev and South African Foreign Minister Nkosazana Dlamini Zuma are set to hold talks on such cooperation this week in Moscow, RIA news agency reported.

The meeting, slated Feb. 12-13, will also discuss schedule of the seventh session of the Russian-South African Intergovernmental Committee on Trade and Economic Cooperation in May, Russian officials said.

Russian President Vladimir Putin paid a visit to South Africa in 2006 and the two countries pledged to enhance cooperation in such fields as investment, banking, mining and energy, transport, science and public health.

That expression 'the grass is greener' gets bandied around a lot nowadays. However one man's grass is not the same as anothers. The real question is why would people leave this country at all? Most would say its for want of a better life. In my book a chief reason would be safety. I value that - as I do non-discrimination, being treated fairly and having the means to live life decently. Sure that ideal is not perfect in any country - but it sure comes close in some. I remember walking down the street at 3 in the morning in England and not being scared ****less. I remember having the ability to go on holiday on an average man's salary. I remember not being scarred of losing my job and the consequences thereof. I could go on. Its true that you will never be happy if you always look for faults where-ever you are. But if your focus is to see progress in your life, to see to your children's safety and to live a sane life, I'm sorry but South Africa presents a very dim view at the moment.

So you want to leave South Africa - do you know what your in for?
There seems to be a larger percentage of South Africans wanting to leave the country than since the early 90's - I wonder how many really know what to expect if they do leave?

Having lived in SA through the early 90's and the so called "chicken run", I saw more than a few South Africans leave the country for a better life.
I saw a great deal of them return later in the decade.

It's funny, because I was also part of the large influx of British people into South Africa during the 70's and 80's - and witnessed how many Poms ended up going back home and also how many made the country thier home successfully. I suspect a fair percentage of younger members of this forum are the children of those poms who came over - or perhaps Germans, Italians and other Western European nations.

The bottom line, leaving the country you call home is painful.
I don't care who you are, what your circumstances are and how much you plan - it's going to hurt, big time.

It may not hit you in the first few months, maybe not even the first year, but it will get to you.

I know, I've moved back and forth both ways so many damn times, I reckon I've finally become immune to it

It hurts most when you realise the country you've decided to move to, the place where the grass was supposed to be so much greener, turns out to have just as many problems as the place you left.

You end up trading lifestyles.

While you'll be more secure in country X, your standard of living may also drop.

You may have held a senior position at work in SA, in country Y you could start again at the bottom.

Your credit rating in SA may have been fantastic, in country B, it's non-existant and even getting a lease on rented property is an uphill battle.

Then we get the cultural differences. If your a fairly thick-skinned outward going type, you will adapt fairly quickly. If not, your in for a rough ride. Even between SA and the UK, for instance, there's a large cultural difference - you'll never really "get" the British if you haven't lived in the country for a significant amount of time. I feel certain it's exactly the same in Australia, Canada, New Zealand or the USA.

God knows, it took me 10 years to assimilate in to South African culture back in the 70's and 80's.

Related to all of this, is that old chestnut "location, location, location"
It will make or break you.

Lets face it, if circumstance sees you end up on a British working class council estate - a grim, grubby, grey endless stretch of ugly houses and ugly people - you're hardly likely to enjoy life.

Think it can't happen?
Think again!

These grim estates exist in every country and you don't have to fall too far down the career ladder to end up in one, simply out of economic neccessity. I know a number of South Africans stuck in dead end jobs, in crappy suburbs, kidding themselves that life is better.

You'll also find that in these types of areas, crime is a big problem.

So, are you really ready for it?

I'd say, if your young and single, or a young couple without kids, with a good education and career prospects, you have nothing to lose, so long as your outward going and confident.

If you've got a family, that's when it gets tricky - it'll be a struggle, but many have succeeded.

If your pushing 40? - obviously, the older you get, the harder it is.

To finish, it all depends on your point of view - is South Africa going to the dogs, or is it still going through very painful growing pains?

That is the exact reason why I left South Africa, and my wife wanting to go back to the USA. I have two beautiful children, and by God, I swear, if they were to be raped or anything, I would be sitting in jail. Rather I left the country, for the good of the criminals. I am better off, I got a better job than I had in SA, and I do miss home, and the family, but when I look at my children...it makes my pain worthwhile.

Exodus from SA to Israel

In June last year we advised South African Jews to go to Israel. Almost a year hence, and who knows how many bodies later, mainstream media have finally caught up:

“Sheldon Cohen was sitting in his car outside a Johannesburg sports stadium last week waiting for his son Noah to finish soccer practice.

Sheldon, 47, was talking to his father, Jack, on his cellphone when three young men ran past and shot him in the neck. Jack, realizing something terrible had happened, sped to the stadium.

The killers, who had moments before tried unsuccessfully to snatch a cellular phone from a woman parked nearby who was also waiting for her son, had seen Sheldon on the phone and thought he was calling the police. So they killed him. Jack arrived shortly after to see his son’s body slumped in his car, with grandson Noah standing watch.

A week earlier, a Jewish man walking to synagogue in Johannesburg was stopped by several men in a passing car. One man got out of the car and demanded that the Jewish man hand over his tallit bag, thinking it contained valuables. The Jew refused, and was shot to death. Searching through his victim’s bag, the attacker found nothing of value to himself and left it on the sidewalk.

According to South African press reports, police recorded 126,000 armed robberies in the 2006-2007 fiscal year. Exactly a decade ago, that figure stood at 70,000.

….of the Jews who leave Johannesburg, about a third go to Australia, and two-thirds to Israel and other places.

Ofer Dahan, the Jewish Agency’s emissary in South Africa, says there has been a dramatic increase in applications for aliya over the past two months.

Dahan says there is a 100-percent increase in interest in aliya from last year, and a 300% increase in those opening aliya files over the past two months. In 2007, 240 South African Jews and former Israelis made aliya, an increase from 143 in 2006 and 98 in 2005. Dahan says his staff are working round the clock, and have even had to hire outside staff to help cope with the demand.”

What the Jerusalem Post reporter failed to tell his readers (we didn’t) was why exactly a move to Israel—ostensibly a spot where homicidal Palestinian suiciders often attack—is so much safer than staying in SA (or even the US).

We gave the numbers:

“Israel’s overall death rate from crime is very low; lower than that of the US, which is, overall, about 6 in 100,000. … Remarkably, in 2004, Israel’s death by murder was 3.7 per 100,000 for civilians only; 4.3 when soldiers were included. (“Homicide rates in 2004 in a number of major U.S. cities, including the nation’s capital, exceeded rates of Palestinian fatalities at the hands of Israel’s army in the past year.”)

It shows you, this one-woman band is able to offer better statistics-backed advice to desperate South Africans, who need level-headed advisors, than mainstream newspapers with all their resources and biases. It’s about knowing what information matters.

Afrikaner non-Jews might want to consider converting. Israel may just be their last resort. The country is hungry for western immigrants, affords a nice life-style, as well as the hot weather Afrikaners so enjoy. Military service will also thrill the typical hardy Afrikaner. Jehovah or Jesus, what’s the difference? Both were/are Jewish.

And don’t forget: Israel was perhaps the only good friend the Old, orderly South Africa (warts and all) had:

“One of the most hidden but critical of South Africa’s strategic relationships during the apartheid era was that with Israel, including both the Labor and the Likud governments. Israel officially opposed the apartheid system, but it also opposed broad international sanctions against Pretoria. For strategic reasons, much of the debate in Israeli government circles stressed coordinating ties to Pretoria within the framework of the tripartite relationship among Jerusalem, the United States (Israel’s primary benefactor), and South Africa. Israel was also opposed to international embargoes in general, largely as a consequence of its own vulnerability to UN and other international sanctions.

South Africa and Israel had collaborated on military training, weapons development, and weapons production for years before broad sanctions were imposed in the late 1980s. Military cooperation continued despite the arms embargo and other trade restrictions imposed by the United States and much of Western Europe…”

What you say about people from S.A. moving to Australia or Israel (and other places) is interesting. Just last night I was talking to someone on the phone, and I told them that if worse comes to worst in America, I would consider moving either to Israel or Australia.

Things would have to get a lot worse in America, though, because there are a lot of things that I hate about Israel, such as its high taxes, its conscription policy, and its impotent government. What makes that so much greater than America?

But it’s probably better than S.A. That’s for sure. And at this point, I would blame the South Africans for their own fatalities. How long does it take people to figure out that it might be time to pack your bags and get out of town? Stupidity hurts.

Hey Patrick, not everybody in SA can comfortably hop between different countries as a skilled migrant (which necessitates a degree or two and some years working experience) - I am an Engineering PhD student studying aboad and finding the process of “earning residence”, in a nice country where I might have a nice future, very painful. Pity the unwanted: the old and not so elite… common people they are called - for them emmigration is nearly impossible.
There is an increasing number of stories of parents being shot in front of their children at sports events/ pratice in SA… the criminal mind is frightfully callous.

JOHANNESBURG - Former state president FW de Klerk has blasted a proposed ANC school pledge, saying it will make white children "morally inferior". He also accused the ruling ANC of distorting South Africa's history.

Johannesburg - The body of an 18-year-old West Rand girl has been found, two days after she went missing, police said on Thursday.

The Bekker High School pupil was reported missing at the Kagiso police station on Monday. Her body was found close to her house at 20:00 on Wednesday.

Inspector Solomon Sibiya said: "Our dog unit and flying squad members searched for the girl in the Tarlton and surrounding areas.

"She had been shot in the head. No one has been arrested yet."

Yeah, it is too bad -- but I'll tell you what mate -- it could, and would, NEVER have happened. Let me explain to you what our (the white man's) downfall was in this country. We employed non-whites. We educated them. We medicated, hospitalised, nurtured, trusted, fed, clothed, attempted to civilise, ALL THE WHITE MAN'S MAGIC... we gave it to them all on a plate. And like the kaffirs that they are, they used it against us... backstabbed us BIG-TIME. That was our downfall.

Finance Minister Trevor Manuel: booshie-mongrel-jew architect
of the DESTRUCTION of South Africa's white-built economy

Finance minister Trevor Manuel has been the biggest nut in the machine known as the National Treasury for 12 years, giving him licence in this year's national budget to go right over the hump and crawl down to the brink of the flat world that this damned country has become. In return for his efforts accolades have been hurled at Manuel since he delivered his charming flotsam and jetsam speech on Wednesday.

Trevor Manuel's your typical communist crook. Not once did he mention the new mining royalties that are to start sucking yet more filthy lucre from the mining sector from 1 May next year. Leave this new form of legalised confiscation aside for a moment and consider that a senior mining executive recently presented to the national executive council of the ANC the gory details of the horrifying job losses that lie ahead this year amid record commodity and metals prices.

If Eskom power supply to the country's mines is rationed to 90% for the year, the estimated job losses on the mines, and indirect job losses in services and goods businesses supporting the mines, runs to around 200,000 people. With a fair multiple of about five times, it means that a million people are going to get jabbed in the ribs and then kicked in the head. The new mining royalty, based on the old profit-to-revenue formula, is going to rip further into flesh when it erupts into evil life next year.

Analysts who have done research on how these royalties work reckon that gold mines would suffer a 20% shrinkage of bottom line profits, with platinum mines a little better off at only 15%. There is no joking about the mining sector:
  • 18% of GDP (gross domestic product), directly and indirectly
  • 50% of exports including beneficiated minerals
  • 460,000 direct employees and ± 400,000 employed by suppliers of goods and services
  • 50% of Transnet's rail and port services
  • 93% of power generation from coal
  • 37% of liquid fuels via Sasol's fuels-from-coal technology.

This is the same Trevor Manuel who suppressed an International Monetary Fund Article IV country assessment report for nine months, before being forced by opposition politicians to release it back in mid-2004. Where Manuel had earlier referred to the report as "a very positive review of the South African economy and economic policies", when fully naked the document was found to contain hard-hitting statements on policy failures.

This is the same Trevor Manuel who in 2002 found himself in a world freaked out by the bankruptcy of Enron in Texas. This was a world eager to hunt out corporate cannibals and savages. In his 2002 Budget speech Manuel gleefully sprung a stinging attack on the private sector, with the sleazy comfort of the overlord status he holds in a 'simply perfect' public sector.

South Africa's 34 national public entities that are each year voted their own budgets by Parliament scored outstanding outcomes in the Auditor-General findings for 2006/07:
  • only three entities received "clean" reports
  • 19 entities were qualified by the A-G as to "other matters" and/or "matters of emphasis"
  • 11 entities were damned by qualified audit opinions, and
  • One entity was given a vomit-level "disclaimer" of opinion.

An overview of the 203 annual audits on national government departments performed by the A-G since 2001/02 gives just 12 audits (6%) with "clean" opinions. With his jaws sunk into the private sector in 2002, Manuel told Parliament: "The Enron debacle has brought into sharp relief a number of key issues - weak or non-existent governance structures, the fiduciary responsibility of directors, negligent and sometimes reckless management, ineffective auditing, independence of auditors and conflicts of interest arising from inadequate separation between auditing and consultancy".

This is the same Trevor Manuel who found himself surrounded by a group of classy and heavily enthusiastic advisors back in 1995, asking him to sign off documentation for new Eskom power stations. Everything was ready, to the last dot. With his demented cabinet cronies in the background, it took Manuel 12 years before he signed on the dotted line. For more than a month, the country has been on full electricity alert, and told to stay that way for at least the next five years.

This is the same Trevor Manuel who's now evading damnating prosecution for swindling and signing away this country as collateral for long-term loans (which won't be paid) with Barclays Bank London (the jew-bankers) to finance R60-BILLION (???and his kickbacks???) in the notorious Arms Deal Scandal.

ANC president criticised for joining 'blacks-only' lunch in South Africa

Jacob Zuma, the newly elected president of the ruling African National Congress (ANC), was at the centre of renewed controversy yesterday after accepting an invitation to address a “blacks-only” meeting of South African journalists.

Mr Zuma, who is in line to become the country's next president in 2009, said that he saw nothing wrong in the decision by the Forum of Black Journalists (FBJ) not to allow any white journalists, including those known to be favourable to the ANC, to attend a luncheon at which he was the guest speaker.

Three well-known white journalists who tried to attend were asked to leave. The incident has infuriated many South Africans, of all races, who fear that it is a sign of Mr Zuma's intentions if he succeeds to the presidency when Thabo Mbeki steps down. Mr Zuma, who currently faces corruption charges, was elected ANC president in a bitterly fought contest last year.

“Such exclusion has no place in South Africa today and certainly not in a forum that represents journalists,” the South African National Editors' Forum, which represents white and non-white editors, said in a statement.

Radio 702, a popular phone-in radio station, has complained to the country's Human Rights Commission about the decision of the FBJ to restrict attendance to the event on the basis of skin colour alone. “What we are seeing here is reverse racism,” said one indignant caller, who was black.

Abbey Makoe, chairman of the newly formed FBJ, said that it was an association of people who “would politically in the South African context be defined as of African descent, coloureds and Indians”. He said that the body's “modus operandi” was to redress inherent past imbalances that affect journalists.

Mr Zuma appeared to agree. “All of us as South Africans in the 13 years of democracy come from different backgrounds ... there are experiences that people would have that they want to share together,” he said.

Many South Africans, particularly white people and those of mixed race, fear that a Zuma presidency would mark the end of the multiracial dream of a modern “Rainbow Nation”.

South Africa: White Journalists Banned From Zuma Debate

It has been reported that white journalists were banned from covering a debate hosted by the Forum for Black Journalists in South Africa on Friday, at which ANC President Jacob Zuma was guest speaker.

White reporters who went to cover the event were told that only black, coloured and Indian journalists would be allowed to stay.

Katy Katopodis, editor for South Africa's Talk Radio 702, said their senior reporter Stephen Grootes, who has been covering Zuma for years, was asked to leave after he had been there for 30 minutes. Grootes was told the affair was for black journalists only. Katopodis said two other white journalists were also banned and told to leave.

Katopodis said she was shocked at this action by the Forum for Black Journalists. She said: "At this time in South Africa no-one should be excluded from anything because of their race. We have been there before. We do not want to go there again."

The outraged news editor said she had already written a formal complaint to the Human Rights Commission of South Africa asking them to deal with the incident as they see fit.

It is understood that Jacob Zuma had not yet arrived at the time that the white reporters were told to leave. His press officers said that the ANC President had been asked to address the Forum and had nothing to do with organising the event.

This raised the question as to whether Zuma was aware of the racist element and decided to address the Forum anyway, or whether he did not know about the exclusion of whites. Katopodis said anyone that would go ahead and attend such a function knowingly, would be condoning racism.

Next door in Zimbabwe, Robert Mugabe and other ruling party officials have openly made racist remarks against whites in the country. State Security Minister Didymus Mutasa once referred to the remaining white farmers as "trash" that must be removed. Katopodis would not be drawn into making any comparisons. She said: "I don't want to say that South Africa is going the Zimbabwe route. The point is we need to put a stop to this before we start excluding anyone based simply on their race."

Black journalists from Talk Radio 702 objected to the exclusion of their white colleagues and released a statement that said in part: "There is no problem with the existence of the Forum for Black Journalists, we understand that certain issues affecting black journalists might need to be debated in such a forum. We understand how people may feel free to bring up certain issues in such a forum. However, the major issue for us is that certain people are being granted access to Mr Jacob Zuma, based on their race. It is wrong to say that only black journalists may meet with Mr Zuma in this kind of forum."
