Deported Roma face tough times in Kosovo

In the last three years, more than 2,500 Roma from Kosovo have been forced to leave Germany, including people and families that lived in Germany for years. DW reports on the deportation of a family back to Kosovo.

“Yeah, we’re going back to Germany!” exclaimed eight-year-old Adnan gleefully. But the happy mood doesn’t last long. The smile on his face froze as he realized that it wasn’t a German government official but rather a journalist from Germany who had knocked at his door.

Adnan, along with his 12-year-old brother Senjur and mother Vesvije, were deported from Germany back to Kosovo about a month ago. Vesvije, a 45-year-old mother, described how the police showed up at their house at 5 a.m., while she was sleeping due to the medications she has to take. “There were a lot of people: immigration officers, police, a doctor. And they said, ‘Pack your things, you’re going to Kosovo.’ They were immediately taken to Kosovo, to the newly rebuilt “Roma Mahala” in Mitrovica, northern Kosovo.


Cloak-and-dagger operation


That morning, 16-year-old son Halit was spending the night at a friend’s house after a soccer game. Since the minor couldn’t be left alone, father Zeki was allowed to stay in Germany to care for him.
It’s the second time the Roma family has been torn apart – last year, the three oldest sons of the Osmani family were deported to Kosovo. Now, Vesvije lives with her five sons in a two-room apartment, where all six sleep on the floor.

Their new apartment in Mitrovica’s Roma Mahala is only a stone’s throw from the Osmani’s former residence. Where the family home once stood, now only a few rocks are left. “We have nothing in Kosovo,” Vasvije said.

For 16 years, the Osmani family lived in Germany. The three youngest children were born there, where they also attended school. They only speak German, and a bit of Roma.

Around 1,900 Roma, along with members of the related Ashkali and “Balkan Egyptian” ethnic groups – both Albanian-speaking minorities – live in the Roma Mahala. There, German is often heard in the streets, as many people there were deported from Germany.

About 2,500 Kosovars have been returned since a bilateral treaty between Germany and Kosovo was signed in 2010. Most of these did not leave voluntarily.


Roma Malhala rebuilt
Roma Mahala was newly built over the last four years, after having been destroyed when ethnic tensions broke out in the region in 1999. At that time, Roma who fled were settled in notoriously squalid refugee camps north of Mitrovica.

While the municipality put up land, the European Commission and USAID provided 5 million euros to rebuild the neighborhood for resettlement of the Roma, Ashkali and Balkan Egyptians. It’s said to be the most modern Roma settlement in the entire Balkan region.




Avni Kastrati, mayor of South Mitrovica, said proudly, “They have very good conditions here. Everyone received a new house or apartment, and live much better than they did before.” In addition to the housing structures, the neighborhood has its own clinic and various shops.

The refugee camps, which held from 7,000 to 8,000 Roma, have since been closed. Although there aren’t any exact figures, Ahmet Jashari, press spokesman for the Mitrovica provincial government, said that according to the Roma themselves, many from the camps went to Germany, Serbia, Montenegro, Macedonia and other areas in Kosovo.


New start

Although they might have a roof over their heads, education and training for Roma continues to be an issue. The greatest difficulty, Jashari said, is an estimated unemployment of around 90 percent among Roma. People returning from foreign countries need homes and work, he added.

“They need a new start. We try to solve this problem, but there are very few opportunities,” Mayor Kastrati said.

Unemployment overall in Mitrovica and Kosovo is around 50 percent. The city and district of Mitrovica offer financial support of 2,000 to 3,000 euros for Roma who seek to start small businesses. But that’s not enough to solve the unemployment problem, Kastrati said.

From Pristina, the Kosovo government is also attempting to help resettled Roma. There’s a special program to prepare children for school. In Roma Mahala, older boys and girls go to school in the northern part of the separated city, where they take their lessons in Serbian. Younger children go to school in the southern part of Mitrovica, where they learn in Albanian.




Schooling a problem



But Roma haven’t been handled this way everywhere. Kosovo Education Minister Rame Buja described how in the districts of Gjakova, Fushe Kosova and Ferizaj, there was an attempt to split Roma children from other school children and teach them separately.

“That’s a step toward a type of segregation, but we didn’t allow this,” Buja said, adding that the attempt came from both Roma and Albanians.

Roma children deported from Germany back to Kosovo, however, speak neither Albanian nor Serbian. Likewise, the children in the Osmani family, who besides German, speak no other language well. That’s apparently the reason none of them attends school.

Vasvije said of their return to Kosovo, “For us there is no future, no life.” The family hopes to go back to Germany.

Eight-year-old Adnan described a return to Germany as his greatest dream. “The children here are poor,” Adnan observed. “When I see them, I feel sorry for them. They run around barefoot, have nothing at all, and are dirty,” he added. He said he would love to attend school – in Germany.

International Roma Day marked in Serbia

BELGRADE -- President Tomislav Nikolić on Monday received a delegation of representatives of the Roma national minority as International Roma Day is marked.




Protection of the rights of national minorities in Serbia is guaranteed by the Constitution, the president noted, and added that Serbia had to protect their rights and provide special protection to ensure full equality and preservation of their identity.

The Roma representatives thanked Nikolić for the hospitality and supported the government in the difficult situation it faced because of the Kosovo issue, the presidential press service stated.

The Roma representatives informed Nikolić about the problems the Roma face in Serbia and asked him to assist in protecting their rights, the statement says.

Roma support government on Kosovo

The Serbian government can count on support from the Roma national community and the Roma Party whatever the decision regarding the offer from Brussels to solve the issue of Kosovo, Roma Party leader Srdjan Šain said on Monday.

The Roma wish to express clear support for the Serbian top officials in finding the best solution for the Kosovo issue, Šain said on International Day of the Roma.

"We usually say on this day the Roma have twice the unemployment rate than Serbia's average, experience twice as much discrimination, but today we wish to support the government in a clear way in finding the best solutions for Kosovo," Šain told reporters at the parliament.

Apartments to be built for 202 Roma families

Belgrade Mayor Dragan Đilas and Head of EU Delegation to Serbia Vincent Degert signed Monday a protocol on the implementation of a housing project for Roma families from former "unhygienic" settlements Belville and Gazela in New Belgrade.

According to the project, a total of 202 Roma families should get new apartments worth EUR 3.6 million.

Đilas stated after signing the protocol that the construction of these apartments will be financed from IPA funds.

Đilas said that the donation sent by the EU through The United Nations Office for Project Services, is one of the biggest ones the city has ever received.

The Belgrade mayor noted that much has been done to resettle the Roma people from their settlements in the past four years.

The housing situation of the Roma families will be permanently solved thanks to the EU's financial assistance. The families are currently housed in five newly created container settlements, Đilas said.

Roma still exposed to poverty and discrimination

The Roma are still suffering the consequences of generations of poverty and discrimination, and there is no room for satisfaction with the speed of their integration into society, Serbian Ombudsman Saša Janković said Monday.

Janković said there are examples of living conditions of the most vulnerable Roma improving, but these are isolated cases.

Wishing them a happy Roma Day, Janković said in a release that associates of the citizen protector are taking to Roma in Bujanovac, Leskovac and their makeshift neighborhoods in Belgrade.

Teams are in the field, listening to objections which can be solved if state and local institutions put in a greater effort and work in line with the law.

The day was officially declared in 1990 at the fourth World Romani Congress, in honour of the first major international meeting of Roma representatives, in 1971 in London.

A court in Budapest imposed long jail terms Tuesday on four men found guilty of perpetrating racist murders in 2008 and 2009 among Hungary's largest ethnic minority, Roma.

The verdicts ended a two-year trial closely watched by partner nations of the European Union.

Life-long jail terms were handed down to Arpad Kiss, Istvan Kiss and Zsolt Peto. They had denied carrying out the attacks and are expected to lodge appeals.

A fourth defendant, Istvan Csontos, who acted as a driver, was given a 13-year jail sentence. He had pleaded guilty to charges of collusion.

Two-year trial

Since the start of the trial in March 2011, the Budapest District Court had heard testimony from more than 200 witnesses and 43 experts.

Prosecutors said the four accused, all hardcore fans of Debrecen football club in northeastern Hungary with neo-Nazi tendencies, had run-ins with Roma in the past and had planned their attacks in a pub.

Their assaults on remote rural settlements in northeastern Hungary, carried out over a 13-month period, left Roma terrified while the perpetrators remained on the loose until their arrests in August 2009.

Prosecutors said the attackers used grenades, guns and five bombs in nine attacks. Homes were set on fire and 80 gun shots were fired.

Police were accused of failing to protect the minority, which faces widespread discrimination and poverty. Legal analysts say civil cases could still be brought against the Hungarian state for alleged errors made in the investigation.

Child gunned down

In one attack, a Roma father and his five-year-old son were gunned down as they tried to flee their home. In another attack, a woman was shot in her sleep.

Five other people were left injured in the year-long spree.

Verdict 'crucial'

On Monday, the Hungarian Civil Liberties Union (HCLU) had warned that the court's verdict would be crucial in determining how Hungary tackles racism in the future.

"The prejudice against Roma and the resulting crimes remain the most serious human rights issue in Hungary," said the HCLU's head Eszter Jovanovics.

During Tuesday's sentencing in Budapest, hundreds of people gathered to hear the verdicts, some wearing T-shirts bearing pictures of the victims. Police security was heavy.

Minority vilified

Roma make up about 7 percent of Hungary's population of 10 million. The Roma people, also called Gypsies though many consider the term pejorative, are a minority in several Eastern and Central European countries.

The far-right Jobbik party, which has openly vilified Roma, won 17 percent of the votes for parliament in 2010, becoming Hungary's third largest party.

In January, a prominent right-wing journalist close to Prime Minister Viktor Orban, Zsolt Bayer, said Roma "shouldn't be tolerated." The pro-government newspaper Magyar Hirlap, which published Bayer's remarks, was later fined by the country's media regulator.

Orban has long been accused of pandering to the openly anti-Semitic and racist Jobbik party and of presiding over a rise in xenophobia in the EU member state, although he says he abhors any such feelings.

Roma family accuse Amsterdam of 'racism' after being sent to 'scum village'

The first nuisance family has been evicted and moved to a newly created, controversial "scum village" constructed out of disused shipping container on the outskirts of Amsterdam.



The eight members of the Gipsy family have compared their container homes, numbers 48a and 48b, to a concentration camp and accused Amsterdam council of "pure racism"


Eberhard van der Laan, Amsterdam's mayor, admitted that the forcible removal of the Roma family was a draconian measure but insisted that bullying and violent behaviour had left him with no choice.

"The family has been causing problems for years and has a history of vandalism, noise nuisance and threatening behaviour," he told Amsterdam's Parool newspaper.

The eight members of the Gipsy family have compared their container homes, numbers 48a and 48b, to a concentration camp and accused Amsterdam council of "pure racism".

Francois Lonis, ex-partner of one of the Dimitrov daughters who still lives with the family, criticised Mr van der Laan for commemorating the Holocaust while "discriminating" against Roma.

"The mayor talks a lot about Auschwitz but sends us to this place. Where is my mother-in-law supposed to do the shopping," Mr Lonis told Parool. "Our television does not fit inside."

The Dimitrovs family are the first nuisance neighbours to be forcibly moved to police supervised accommodation housed on wasteland in the east of the city as the crowded city of Amsterdam steps up measures against anti-social behaviour.

"The container homes will be used more often, and in different parts of the city. This is how we want to deal with the most extreme cases of problem families," said Mr van der Laan.

The policy appears to jar with Amsterdam's international reputation for tolerance to prostitution and soft drug use but reflects hardening Dutch attitudes to routine anti-social behaviour that falls short of criminality.

The new punishment housing camps have been dubbed "scum villages" because their establishment follows a 2011 proposal from Geert Wilders, the leader of a populist Dutch Right-wing party, for special units to deal with persistent troublemakers.

"Repeat offenders should be forcibly removed from their neighbourhood and sent to a village for scum," he argued at the time. "Put all the trash together."

The container homes for persistent offenders have minimal services and are under 24-hour supervision from social workers and police.

The policy is not a new one. In the 19th century, troublemakers were moved to special villages in Drenthe and Overijssel outside Amsterdam. The villages were rarely successful, becoming sink estates for the lawless.

Serbia: Romani language needs to be standardized

BELGRADE – The collective rights of the Roma population will be fully exercised once the official use of the Romani language is ensured, it was concluded on Tuesday by participants of a conference on standardization of the Romani language.




In order to come into official use, the Romani language needs to be standardized, Vitomir Mihajlovic, president of the National Council of the Roma National Minority, stated at the conference in Belgrade.

He said that the necessary conditions have been created since the National Council of the Roma National Minority has been working on the standardization of the Romani language for decades.

Dragoljub Kojcic, director of the Institute for Textbook Publishing, said that language is part of the identity of every population including Roma, and added that the media, particularly the electronic ones, can contribute to the standardization of the Romani language.

OSCE Mission official Matthew Newton stated that in the last few years Serbia has made progress in promotion and inclusion of Roma.

The state institutions have made progress in the implementation of the strategy for the improvement of position of Roma since its adoption in 2009, Newton said.

He also said that regardless of the progress the social stands on the Roma community and other national issues are often based on stereotypes.

These stereotypes are often reflected in prejudice, discrimination and even violence, he warned and concluded that there is a long way ahead to change such social stands.

Cool Greek Village Calls Golden Dawn To Protect Them From Gypsy Crimes

The incompetence and indifference of local police have caused citizens of Trapezonti Laconia (near Sparta) to seek support from the people’s protectors, Golden Dawn. Gypsy violence, sex attacks, and theft has plagued the beautiful town, with its most vulnerable citizens such as women, the elderly and children, afraid to leave their homes. Community leaders contacted Golden Dawn division Sparta to stand up for them, as democrats are too concerned about offending the EU canonized Gypsies, or simply too lazy to make the town hospitable for its citizens.

The meeting began with local towns folk speaking about various crimes, ranging from petty to vicious, they or their neighbors have suffered. With the economic implosion, citizens seek to at least preserve the picturesque beauty of their town, but gypsies refuse to abide by even the most basic and easy to follow sanitation standards, which hurts the pride of the community.

After the speeches, citizens of all ages made their voices heard in a peaceful yet firm demonstration to the gypsies and the police, that Greeks will defend themselves against predators. The humanitarian Greek Left, speaking from their rich gated communities, reacted hysterically to Golden Dawn taking up an important issue they dismiss and conservatives ignore. The community and Golden Dawn Sparta are organizing a plan for safety patrols.

Because of their Romanian and Bulgarian passports, Gypsy violence and repulsive habits have ravaged towns even in Western Europe. Despite generous social welfare and free housing, the Roma community culturally enriched a working class town in Germany so much that it has even gotten on the nerves of the fervent Leftist municipality. A gypsy gang in Greece waved guns in a video, promising “war” against Golden Dawn. Samaras and Tsipras would happily side with them over their own people.

Police in the Republic of Ireland have removed a seven-year-old blonde girl from a Roma family in Dublin.

The girl was taken into care after officers called to a house in Tallaght on Monday afternoon.

They saw a number of children, including the seven-year-old girl who has blonde hair and blue eyes.

The parents told police the child was their daughter, but officers were not satisfied with the explanation or with the documents that were produced.

The Sunday World reported that a birth certificate was believed to have eventually been produced but officers were not satisfied with it.

The paper reported that although the couple claimed the child was born in the Coombe hospital in Dublin in 2006, the hospital had no record of the child being born on the date quoted by the parents.

The child was removed from the family under powers in the Child Care Act.

It is understood the child is now in the care of the Health Service Executive.

It is believed it will make an application to the courts for a temporary care order.

Police in the Republic of Ireland have removed a seven-year-old blonde girl from a Roma family in Dublin.

The girl was taken into care after officers called to a house in Tallaght on Monday afternoon.

They saw a number of children, including the seven-year-old girl who has blonde hair and blue eyes.

The parents told police the child was their daughter, but officers were not satisfied with the explanation or with the documents that were produced.

The Sunday World reported that a birth certificate was believed to have eventually been produced but officers were not satisfied with it.

The paper reported that although the couple claimed the child was born in the Coombe hospital in Dublin in 2006, the hospital had no record of the child being born on the date quoted by the parents.

The child was removed from the family under powers in the Child Care Act.

It is understood the child is now in the care of the Health Service Executive.

It is believed it will make an application to the courts for a temporary care order.

Roma communities around Europe are being stereotyped and scapegoated in the wake of recent child abduction allegations in Ireland and Greece, the head of a Roma rights organisation said Thursday.

"We urge the media and authorities not to assign collective responsibility to Roma communities on the basis of individual cases," Dezideriu Gergely, director of the European Roma Rights Centre, (ERRC) told AFP.

The cases had encouraged stereotypes such as "Roma communities steal babies" and an attitude that "Roma are guilty until proven innocent", he said.

Authorities should avoid racial profiling and act on the basis of evidence rather than perception, he added.

A seven-year-old girl and a two-year-old boy were each removed from their biological Roma families in Ireland this week after public tip-offs that later proved to be false.

The removals sparked warnings about racial profiling following the case of a blonde girl found in a Roma camp in Greece who was unrelated to the people she was living with.

The children taken from families in Ireland were later returned to them after tests confirmed their biological links.

"The best interests of the children of course need to come first, and if someone breaks the law he needs to come before the law," Gergely said.

However, there is a difference between individual and group action, he added.

"If we substitute in German or French rather than Roma into the debate, would that mean that all Germans are guilty of say corruption because one or two were accused?" he said.

In a statement earlier this week the Budapest-based ERRC called on the media to report on the cases from different angles.

"Irresponsible reporting could have severe, negative consequences for Roma families across Europe," the statement said.

"Criminality is not related to ethnicity," it added.

Gergely said authorities around Europe were now expected to search for children without the physical features of their parents.

However, many Roma communities in Europe do not have dark skin, have blue or green eyes, or are of mixed race, he said.

He said the removal of a child by authorities should be the last resort but that the Irish approach was: "We'll take your DNA to see if the children belong to you or not."

Gergely also said there was a danger that extreme-right individuals, politicians, or groups would exploit the cases.

"For them, this is evidence that Roma are criminals, should be put in prison, cannot live with society, or even in some cases, as an excuse to take justice into their own hands," he said.

(Reuters) - A Greek couple has been arrested for buying a Roma baby girl from her mother for 4,000 euros ($5,500) and they will appear before a prosecutor on Friday to face charges, police said.

It is the third case of suspected baby trafficking uncovered in Greece since last week, when authorities discovered a blond four-year-old girl in a Roma camp who did not resemble the family she was living with.

The discovery of Maria, dubbed the "blond angel" by Greek media, sparked a global search for her real parents after DNA tests showed the Roma couple she was with were not her blood relatives.

The Greek couple, who were arrested in Athens on Wednesday, are not Roma and claimed they bought the child in March because they had no children, the police said in a statement.

"The baby has been with them since then while they sought ways to legalize it," the police said. The two suspects are aged 53 and 48.

Trafficked babies are usually bought in Greece from mothers from impoverished former communist countries, especially neighboring Bulgaria. They are usually legalized through false statements at birth registries or courts.

Greece earlier this week ordered a nationwide birth certificate investigation to track down such cases.

Greece and Bulgaria agreed on Thursday to step up efforts against baby trafficking between the two countries.

Bulgarian authorities also said on Thursday they were investigating a Bulgarian Roma woman they suspect of being the natural mother of Maria and of having sold the child.
