I think it is to test a concept. The goal is to make a space vehicle that doesn't require the huge engines, fuel burners basically, to reach outer space. Theoretically it could take off and land at an airport.
The last line of thought was an atomic reactor that would some how use liquid hydrogen as a propellant. An even further off method of driving the craft is under study also. It is necessary to replace the current shuttle technology. My opinion only. |

They have all kinds of money from "black" programs to test out their toys. I've read elsewhere they might be developing a manned version similar to the X-20 Dyna-Soar that the X-37 is descended from. It could be used for space reconnaissance and anti-satellite stuff, like a first generation of Luke Skywalker's X-wing fighter.
