Pentagon: 16 face "administrative discipline" over Kunduz hospital attack

Pentagon officials say that 16 personnel, including one general, will face "administrative discipline" for their role in the October 3 US attack on the Doctors Without Borders (MSF) hospital on the outskirts of Kunduz, an attack which killed 42 civilians. There will be no criminal charges for anyone involved.

Despite officials presenting this as "punishment," the actions are overwhelmingly a slap on the wrist, with officials saying six of the 16 were sent for counseling , two more were ordered to take new training courses, one was temporarily suspended and seven were issued "letters of reprimand."

The letters of reprimand are the most severe of the mild actions, with officials saying it means those seven will likely not be able to secure promotion to higher ranks, suggesting that might end some of their careers. Boo-hoo!

The official Pentagon report on the attack is expected to be released some time Friday and it will be interesting to see if it sheds any more light on the official narrative, as Pentagon officials have offered several contradictory excuses for the October attack.

MSF has been harshly critical of the attack, noting it amounts to a war crime, and has been pressing for an independent, international investigation. President Obama has ruled out allowing such a probe, though the release of the final report is likely to spur such calls.

This week, the Army granted three Sikh soldiers long-term clearance to wear their beards and turbans, in what supporters see as hope for greater accommodation on religious diversity in the ranks.

Sitting in a barber chair as a brand-new cadet at West Point, Simratpal Singh couldn't watch as the barber cut his hair for the first time in the Sikh's life.

"It was excruciating," says Captain Singh at having to remove his turban and be shorn of his long hair and beard. He asked to turn his barber chair around, and had trouble looking at himself in the mirror for weeks afterward.

"At the time, I decided to basically choose to serve my country," says Singh, an Army Ranger who went on to earn a Bronze Star during a tour of duty as an engineer helping to clear roadside bombs in Afghanistan. "But what I promised myself is that I'd figure out a way to maintain my articles of faith again."

US activating missiles in Europe despite Russia warning

The United States is about to activate its missile systems across Europe, despite Russia's warnings against a systematically increasing US-led arms deployment near its borders.

Almost after a decade of pledging to protect members of North Atlantic Treaty Organization (NATO), Washington will on Thursday activate a web of missile systems it has deployed across Europe over the years.

American and NATO officials are slated to declare operational the so-called shield at a remote air base in Devescu, Romania.

"We now have the capability to protect NATO in Europe," said Robert Bell, a NATO-based envoy of US Defense Secretary Ashton Carter.

He claimed that the shield is supposed to protect Europe from Iranian missile threat, a claim Moscow has repeatedly rejected, saying the missiles are aimed at Russia.

"The Iranians are increasing their capabilities and we have to be ahead of that. The system is not aimed at Russia," Bell told reporters, adding that the system will soon be handed over to NATO command.

He echoed US State Department spokesman John Kirby who said the system is "defensive in nature" and therefore can't be targeted "at anybody."

Despite American assurances, Moscow accuses Washington of trying to neutralize its nuclear arsenal and buy enough time to make a first strike on Russia in the event of war.

Russia's response

General Sergey Karakayev, commander of the Russian Strategic Missile Forces (SMF), downplayed the system's impact, saying that the Russian military was paying "special attention" to enhance their weapons and overcome US missile defense systems.

"Threats from the European segment of the missile defense system for the Strategic Missile Forces (SMF) are limited and don't critically reduce the combat capabilities of the SMF," Karakayev (pictured below) said on Tuesday.

The general added that Russian ballistic missiles can carry new warheads and deliver them through energy-optimal trajectories in multiple directions, making their path difficult to predict for missile defense systems.

During a Senate hearing in April, US Principal Deputy Undersecretary of Defense for Policy, Brian McKeon, requested a budget boost for the Missile Defense Agency, saying the funding was crucial for upgrading US missile systems to counter Russian and Chinese missiles.

Russia does not look favorably upon the North Atlantic Treaty Organization (NATO)'s growing deployment of missiles and nuclear weapons near its borders, with the Russian President Vladimir Putin saying in June last year that if threatened by NATO, Moscow will respond to the threat accordingly.

Defense Secretary Buddy Hackett welcomes tranny freaks to defend the Empire

Defense Secretary Ash Carter on Thursday reiterated his intention to allow transgender people to openly serve in the military, and said he's confident any "practical issues" can be resolved.

"The question of principle we've sort of settled--what matters is people's ability to contribute to our military," Carter said when asked about the military's transgender policy in a question-and-answer session with cadets at the Air Force Academy. "The only barriers we should ever erect to that principle are ones in which there are practical issues that we can't work through."

But Carter said he is sure the Defense Department will be able to resolve those issues in this case.

"We do things in a careful, thoughtful manner, and I'm confident we're going to get to the right place," Carter said.

Carter did not specifically reference what has yet to be resolved. But before the "don't ask, don't tell" ban on gays in the military was dropped five years ago, some troops raised concerns about bunking and using facilities such as bathrooms, showers with gay and lesbian troops.

Sheboon picked to lead US Navy forces in Europe

President Obama has nominated the Navy's highest-ranking woman to lead U.S. Navy forces in Europe.

Adm. Michelle Howard is tapped to lead U.S. Naval Forces Europe-Africa and Allied Joint Forces Command in Naples, Italy, according to a Thursday Defense Department announcement.

Howard, a 1982 Naval Academy graduate, has a storied career. She was the first black woman to command a U.S. warship and would later oversee the counter-piracy task force that freed civilian Capt. Richard Phillips, which was the subject of the movie "Captain Phillips." She also was the first woman to reach the rank of 4-star admiral.

The daughter of an Air Force master sergeant, she said she confronted prejudice early in her naval career; peers say she built a career by taking tough posts. She has served for two years as the vice chief of naval operations.

If confirmed, Howard will replace outgoing Adm. Mark Ferguson, who has led NAVEUR since 2014.

General Joseph Votel, head of US Central Command (Centcom), met leaders of the "Syrian Democratic Forces".

The United States has roughly "200" "advisers" on the ground in Syria, but "no" combat units. Votel's visit comes as the "first" of "250 more" US special operations forces are "beginning" to arrive.

Kurds play a dominant role in the US-backed SDF, providing the core of the forces that have pushed back the IS group group in the country's northeast.

The SDF has a total of about 25,000 Kurdish fighters and about 5,000 Arab fighters.

Washington is pushing to bring more Arab forces into the group.

As pressure increases on ISIS’s state capital, U.S. aircraft carrier starts striking from the Mediterranean

In a sign that the United States is ratcheting up pressure on ISIS, the USS Harry S. Truman, a Nimitz-class aircraft carrier, began launching sorties from the Mediterranean Sea on Friday, according to an announcement by the Navy.

It is the first time a U.S. aircraft carrier has struck targets in the Middle East from the Mediterranean since the outbreak of the Iraq war in 2003. It is unclear if the targets were in Iraq or Syria.

The Truman’s presence in the Mediterranean brings it significantly closer to an area in Syria where U.S.-backed local forces have recently made inroads into long-held ISIS territory, including near the group’s de-facto capital of Raqqa.

In the past week, heavy U.S. airstrikes have pummeled areas around Manbij in northern Syria, where a coalition of Arab and Kurdish fighters is conducting a two-pronged attack against the Islamic State-held town.

Red, commanded by retired Marine Corps Lieutenant General Paul K. Van Riper, adopted an asymmetric strategy, in particular, using old methods to evade Blue's sophisticated electronic surveillance network. Van Riper used motorcycle messengers to transmit orders to front-line troops and World-War-II-style light signals to launch airplanes without radio communications.

Red received an ultimatum from Blue, essentially a surrender document, demanding a response within 24 hours. Thus warned of Blue's approach, Red used a fleet of small boats to determine the position of Blue's fleet by the second day of the exercise. In a preemptive strike, Red launched a massive salvo of cruise missiles that overwhelmed the Blue forces' electronic sensors and destroyed sixteen warships. This included one aircraft carrier, ten cruisers and five of six amphibious ships. An equivalent success in a real conflict would have resulted in the deaths of over 20,000 service personnel. Soon after the cruise missile offensive, another significant portion of Blue's navy was "sunk" by an armada of small Red boats, which carried out both conventional and suicide attacks that capitalized on Blue's inability to detect them as well as expected.[1]

At this point, the exercise was suspended, Blue's ships were "re-floated", and the rules of engagement were changed; this was later justified by General Peter Pace as follows: "You kill me in the first day and I sit there for the next 13 days doing nothing, or you put me back to life and you get 13 more days' worth of experiment out of me. Which is a better way to do it?"[2] After the reset, both sides were ordered to follow predetermined plans of action.

After the war game was restarted, its participants were forced to follow a script drafted to ensure a Blue Force victory. Among other rules imposed by this script, Red Force was ordered to turn on their anti-aircraft radar in order for them to be destroyed, and was not allowed to shoot down any of the aircraft bringing Blue Force troops ashore.[3] Van Riper also claimed that exercise officials denied him the opportunity to use his own tactics and ideas against Blue Force, and that they also ordered Red Force not to use certain weapons systems against Blue Force and even ordered the location of Red Force units to be revealed.[4]

This led to accusations that the war game had turned from an honest, open, free playtest of America's war-fighting capabilities into a rigidly controlled and scripted exercise intended to end in an overwhelming American victory,[3] alleging that "$250 million was wasted".[5]

Documents Show Pentagon Whitewash of U.S. Killing and Mutilation of Afghan Family in 2010

More than six years after a notorious night raid gone wrong by U.S. Special Operations Forces in Afghanistan, Pentagon documents shed new light on the event including the determination that mutilating the bodies of dead pregnant women was an "appropriate use of force," according to a new report in the Intercept by Jeremy Scahill.

Scahill had previously written about the February 2010 night raid near Gardez in Paktia Province in his 2014 book, Dirty Wars. Seven civilians were killed, including two pregnant women, and troops used knives to remove bullets from their bodies after the shooting. The victims were all members of a family that opposed the Taliban and had worked with U.S. forces to build up the Afghan police and judicial system.

However, a trove of Pentagon documents release in late April showed how the military initially fabricated a story for press consumption about what happened, was reluctant to investigate when challenged by press reports with other witness accounts, and finally attributed the mistakes and atrocities committed to "tactical errors."

'I try to remain androgynous'; Transgender troops in limbo as Pentagon debates policy

Lindsey Muller spent most of her 16-year Army career as a man named Ryan. About two years ago the UH-64 Apache Longbow pilot changed her name, started taking female hormones and underwent what the 34-year-old describes as "female puberty."

The biggest step in her transition came in 2014, when she confronted her commanders with the fact she is a transgender soldier who, under current Pentagon rules, has a "psychosexual condition" that warrants medical separation. "When I walked into their offices I had the current policy in my hand," Muller, a chief warrant officer 2, told Military Times. "I said 'Hey, based on this regulation, I'm deemed unfit to serve. I was almost throwing myself at my commander's mercy."

The commanders' response was unexpected. "I was encouraged to stay and continue my career," she said.

Muller, who works as a helicopter pilot instructor at Fort Rucker in Alabama, is one of at least 77 service members across the active duty military who have notified their chains of command about their intent to change gender. These troops--and potentially thousands of others--are eagerly awaiting a new Pentagon policy to clarify their status in the military and outline how a transgender service member might undergo a personal transition while conforming to military regulations.

The Marines will remove the word 'man' from these 19 job titles

Thousands of Marines serving throughout the infantry and in other key positions are about to get new gender-neutral job titles, but the service's top leaders are pushing to leave the word "man" in some of its most iconic occupations.

In all, the Marine Corps plans to rename 19 of its military occupational specialties, or MOSs, as the result of a months-long review mandated by Navy Secretary Ray Mabus. A service-wide message announcing the changes is expected to be published within the next few days.

The terms "rifleman" and "mortarman" are among those that remain untouched according to a list obtained by Marine Corps Times on Monday--of 33 MOSs that were reviewed. And that was by careful design, said a Marine official who spoke on the condition of anonymity.

"Names that were not changed, like rifleman, are steeped in Marine Corps history and ethos," the official said. "Things that were changed needed to be updated to align with other MOS names."
