SHAPE OF THE ALBANIAN ORGANIZED CRIME

The Albanian Organized Crime groups constitute one of the most expanding and networked criminal groups in contemporary Balkans & Europe. Further, their role in the political developments in relation to the Kosovo issue, or the domestic Albanian events should be assessed as well. It is more than certain that any move towards Kosovo independence is strongly supported by them, in order to expand their bases in a newly formed state, thus legalizing to an extent the underworld realm on which they thrive nowadays.

Albanian organized crime groups are hybrid organizations, often involved both in criminal activity of an organized nature and in political activities, mainly relating to Kosovo (1). According to the UN Information Service, “It has become more and more difficult to distinguish clearly between terrorist groups and organized crime units, since their tactics increasingly overlap. The world is seeing the birth of a new hybrid of “organized crime -- terrorist organizations”, and it is imperative to sever the connection between crime, drugs, and terrorism now.” (2) The interrelation between crime and terrorism has its own international and regional ramifications as an attack against the USA Embassy in Athens-Greece revealed last January, that seems to originate from the triangle between Kosovo-Tetovo-Albania and the arms smugglers networks there (3).

In 1997, the so-called pyramid savings schemes in the Albanian republic collapsed. This caused nation-wide unrest between January and March 1997, during which incredible amounts of military equipment disappeared (and partly reappeared during the Kosovo conflict): 38,000 hand-guns, 226,000 Kalashnikovs, 25,000 machine-guns, 2,400 anti-tank rocket launchers, 3,500,000 hand grenades, 3,600 tons of explosives (4). Even though organized crime groups were probably unable to "control" the situation, it seems clear that they did profit from the chaos by acquiring a great number of weapons. Albanian organized crime also profited from the financial pyramids which they seem to have used to launder money on a large scale. Before the crash, an estimated 500 to 800 million USD seem to have been transferred to accounts of Italian criminal organizations and Albanian partners. This money was then reinvested in Western countries.

What's more is the sheer size of the economic dynamism that organized crime is able to produce in this small Balkan state. According to Albanian economic reviews since 2003, legal investments average some 200 million euros, while illegally invested funds are in excess of 1 billion, a ratio of one to five. According to Transparency International, 80 percent of the Albanian economy is a "parallel one"; for every 100 euros of documented capital, another 80 euros are never accounted for, most of it from organized crime activities (5).

The narcotics and more specifically heroin trade is a major concern for the security authorities across Europe, and the role of the Albanian OC groups is formidable over the past decade or so. Dr Mark Galeotti reports that “Two Albanian-run heroin processing facilities in FYROM. Ethnic Albanian communities in Europe provide street-level distribution networks”. He also adds that “This is especially important in Belgium (with a concentration in Brussels), Germany, Switzerland and Greece (which has absorbed an estimated 300,000 illegal Albanian immigrants since 1991). Some 70 per cent of the heroin reaching Germany and Switzerland is now reckoned to have been transported through Albania and/or by Albanian groups, and the figure for Greece may be closer to 85 per cent” (6). In general some 70-80% of heroin being distributed in modern day Europe is Albanian –managed, along with the close collaboration with Turkish groups and to a further extent with the opium producers in Central Asia and Afghanistan. A transnational set of connections par excellence that resembles a sophisticated corporation.

An example of the international cooperation that is needed in order to raid this kind of networks is a routine operation that was carried out by certain European police forces. According to Europol, "A closely co-coordinated operation between the law enforcement authorities in Italy, Belgium and the Netherlands has led to the simultaneous arrest of 28 persons. The arrests were based on extensive observations against an ethnic Albanian organized crime group, exchange and subsequent analysis of investigative details and co-ordination both at police and judicial level. The arrests were carried out on 23 and 24 October in execution of arrest warrants issued by the Prosecutors Office of Brescia (Italy)" (7).

The Kosovo experience has been up to date, a great disappointment for the international community. The UN administered territory has not been able to withstand the all-pervading influence of the organized crime. Despite numerous acts of violence and a very high homicide rate; very few convictions have been handed out to culprits, none of those was a member of the organized crime either. Nowadays the existence of regular heroin supply from Afghanistan, and the control by the “Albanian Mafia” of the Balkan route (8), has enabled it to obtain a large capital base that is laundered mainly though the construction centre in Albania and the use of offshore financial centers. Actually the largest enterprise in terms of sales and profits in South Eastern Europe is the Albanian organized crime (9).

On the continent of Europe, the Albanians from Kosovo hold more than 80% of the heroine trade, their dealers are located in at least half the European countries and they smuggle 4 to 6 tons of heroin monthly amounting to two billion US dollars a year. The Interpol data show that in 1999 the Albanian mafia earned 38 million dollars from the drug trade, in 2001 fifty and in 2002 seventy million US dollars. The Interpol statistics also shows that during 1997 out of all arrested heroin smugglers, Albanians accounted for 14%, but that the average amount of heroin found on non-Albanian dealers was 2 grams, while the Albanians were found in the possession of 120 grams on the average (10). Furthermore the rise in opium production in Afghanistan over the past 5 years have most certainly assisted in the expansion of narcotics smuggling interests of the Albanian OC groups, that further empowered their abilities and distribution networks. According to the UN News Center, “Opium production in Afghanistan, a $3-billion-a-year trade accounting for more than 90 per cent of the world’s illegal output, could rise again this year after a nearly 60 per cent increase in 2006, due to the ousted Taliban using the trade in the raw material for heroin to fund their war” (11). One has to take note that the total profit from the opium production is immense because of the metamorphosis of opium into heroin. Therefore, “The street value of the 2005 harvest should be roughly twice the street value of the 2002 harvest, about 173 billion USD" (12). That is just a pointer of the importance of Organized Crime groups in the international financial system, and the key role of the Albanian ones in Europe in particular (13).

In order to thrive, the Albanian criminal syndicates involved in the Balkans narcotics trade need friends in high places. Smuggling rings with alleged links to the “Turkish deep State” are said to control the trafficking of heroin through the Balkans cooperating closely with other groups with which they have political or religious ties . In this new global financial environment, powerful undercover political lobbies connected to organized crime cultivate links to prominent political figures and officials of the military and intelligence establishment.

The narcotics trade nonetheless uses respectable banks to launder large amounts of dirty money. While comfortably removed from the smuggling operations per se, powerful banking interests in Turkey but mainly those in financial centers in Western Europe discretely collect fat commissions in a multibillion dollar money laundering operation. These interests have high stakes in ensuring a safe passage of drug shipments into Western European markets (14).

Most criminal activities in K&M are conducted by members of the family clans ("fis") who control their respective territories. The clans are connected and closely cooperate with similar criminal groups from other European countries, especially from Turkey, Albania and Bulgaria, due to the fact that the main smuggling routes run through these countries.

The family structure is characterized by a strong inner discipline, which is achieved by a means of punishment for every deviation from the internal rules, so that the fear should guarantee an unconditional loyalty to the clan, with the provisions of the official laws considered to be secondary, not important and non-binding. Due to the fact that the clans are based on the blood ties, which is a factor that restricts the number of the clan members, the bonds between them are very strong, which makes getting close to and infiltrating into them almost impossible. Members of other ethnic groups can be accepted only to execute certain one time or secondary jobs. Moreover, the Albanian mafia families are organized in 3-4 or more levels, which enable them to preserve the organizational action capability even in case some of its members or groups are captured (15).

Moreover, according to Interpol reports, trafficking in women and enforced prostitution have become important for the Albanian mafia in 1999 when thousands of women left K&M and went to Albania because of armed conflicts in the region. The Albanian prostitution networks increasingly involve women of other nationalities, such as women from Romania, Moldova, the Russian Federation, Bosnia and Herzegovina and other countries. The pimps usually state that they originate from K&M in order to obtain the status of political refugees although actually most of them come from Albania and not from K&M. Some Albanians control these operations from abroad, where Belgium is the seat of some of the bosses of this activity (16).

In Italy, Albanian organized crime gangs appear to control the car trafficking market. One method they employ is to deliberately drive into a car and then when the driver stops to assess the damage to his vehicle, they take the car by force. The cars are then exported to Tirana. A car stolen in central Italy in the morning can be in Albania with its new owner that same evening (17). In Italy, the so-called “Highwaymen” are causing panic because they have begun holding up motorists and stealing their cars. The method of the robberies is simple but highly effective. These groups of criminals, thought to be mainly Albanians, crash into high value cars. When the driver pulls up to assess the damage, the gang immobilizes him before taking his car by force. According to the Italian police, it takes 14 hours to deliver a stolen car from central Italy to Tirana, where there is a growing demand for cars, especially high value cars (18).

The dynamics of the Albanian Organized Crime seem large enough to alarm not just the Balkan region but further beyond in a Pan-European and international level. The negotiations in Kosovo have barely touched this critical aspect, that is all-pervading and create an imminent threat to social and political stability. In a nutshell there could be not tangible solution to the problems concerning South Eastern Europe, if the international community does not invest considerable political capital in combating with the threat that Albanian groups pose. There might not be a state, albeit they form one of the most important aspects when one wants to assess in a balanced way the actual state of affairs in the Balkans.

Neo-Ottoman expansion in Albania

The soft power approach of the so-called “Neo Ottomanism” in Albania from Turkey is increasing in pace and is directed heavily in the educational sector, aiming at a long-range and long-term establishment of structures within the Albanian society that would become followers of the grandiose scheme as directed by Ankara.

The Sema Turkish educational organization has already established six madrasas, which are Islamic religious schools in the country that operate in parallel and in cooperation with the already well-established Gullen movement. The directions and curriculum are being provided directly from Istanbul, while the Hëna e Plotë -Beder- University College in Tirana, which was inaugurated in 2011 is in complete control of Turkish Islamic circles which influence heavily the local Muslim Community of Albania. This private institution receives students that attended religious classes in the aforementioned madrasas. Moreover the majority of the faculty are Turkish citizens, mostly educated in Islamic law and theology and actively pursuing the recruitment of students to be sent with scholarships for further Islamic studies in Turkey, so as to create a broad base of a new generation of Imams.

There is certainly as it can be understood a strong encouragement for the proficient learning of the Turkish language and history and not Arabic, thus making it a typical case of Neo-Ottoman soft power approach. Alos Beder University is collaborating with the Epoka University, a larger institution that was established in 2007 and is an offshoot of the Gullen movement. The Turgut Özal Education Company from Turkey is the main link between those two and is funded by the Turkish state, as well as, from Islamist circles related to the AKP party. Epoka exerts a higher role in the local educational life, since it actively pursues the recruitment of Albanian students from neighboring regions such as Kosovo, FYROM and Montenegro and is also inexorably linked with the whole of the Gullen movement in the Balkans and most notably in Bosnia Herzegovina.

The ALSAR Foundation is another Neo-Ottoman linked religious foundation from Turkey, which is especially active in Albania and has performed mass and public circumcisions of Albanian children. Moreover it directs it actions into providing welfare for orphan children, a noble aim which is coupled with doctrinarian of Pro-Turkish, Pro-Islamic and Pro-Ottoman beliefs. The foundation maintains collaboration in a multilevel form with the Gullen movement, as well as, with the IHH organization, the Institute of Islamic Thought and Civilization, the Islamic Relief Foundation and other which are all coincidently related with the Pan-European and Turkish Muslim Brotherhood network. It is of interest to not that over the years, the number of Turkish citizens in Albania is increasing, settling as professionals and educators or for business, with estimations for around 5,000 persons. Further the Turgut Ozal schools and colleges, are actively sending Albanian students to Turkish military academies which are then recruited in the Albanian armed forces, even at the expense of the local Albanian officers academy that often are not employed in their own Army.

A sample of the wider expansion followed in Albania comes from a Trans Conflict research of Gergely Nagy which outlines recent Turkish initiatives in Albania, such as : ” Telecommunications sector, banking industry, healthcare, education field, Turkish soap operas broadcast, free Turkish language courses, renovation of Ottoman-era monuments, revision of history books in Kosovo and Albania, with attention to the Ottoman period, cultural centers, and last but not least, many Albanians ask Diyanet – the highest Islamic religious authority of Turkey – to arrange their hajj to Mecca”.

All indicators, point out that Albania is heavily targeted as Bosnia to become the first “role models” of Neo-Ottomanism in the Balkans. Moreover the actions are heavily concentrated in long-term planning with the creation of structures to enable the “role modeling” of young generations to turn from secular Albanians to typical Sunni-ones.

Further in geographical terms Turkish institutions target the population of the capital Tirana that has become the absolute center of economic gravity in the country and gradually the depopulated peripheries of the country are being absorbed in this newly expanding metropolis. Secondary Turkish institutions are paying a close attention in the port of Durres which is the economic capital of Northern Albania and the gateway to the sea for Kosovo and in the future it may become a sea exodus point for the Albanian population of FYROM. The planning if coupled with the expansion of Turkish interests in Bosnia and the Sanjak region in Serbia, along with the heavy presence in Skopje and Tetovo, it reflects the plan of the Neo-Ottoman circles in Istanbul to control effectively the Western Balkans, presumably assuming that they will not eventually get accepted in the EU, thus the power vacuum will be filled by Turkey by using soft power approaches in all levels.

A Turkish caravan is travelling through the Balkans during Ramadan

In keeping with the spirit of solidarity and brotherhood during the Islamic holy month of Ramadan, Istanbul’s Bayrampasa municipality is organising travelling iftar, or fast breaking dinners, for citizens of Balkan countries.

Dubbed the Bereket (Abundance) Convoy, the four trucks, four minibuses and two buses will travel 5,000 kilometres this Ramadan. The convoy brings Muslim citizens from the region together to remind of their common history, culture and brotherhood by breaking fast together.

The route of the convoy includes Croatia, Bosnia and Herzegovina (BiH), Serbia, Albania, Kosovo, Greece, Bulgaria, Montenegro and Macedonia. Each day a staff of 70 people prepares the iftar dinner for nearly 3,000 people.

Since 2005, Istanbul’s Bayrampasa Municipality has visited more than 100 cities and provided iftar dinners for 700,000 people. The convoy is supported by charitable businesspeople and citizens in Turkey.

Under the slogan “No Boundaries for Brotherhood,” the events boost friendship ties between Turkey and Balkan countries by gathering people during Ramadan.

Aziz Kurt, spokesman for Bayrampasa, told SETimes that the aim of the Bereket Convoy is to contribute to friendship between the Balkans and Turkey. between local muslim enemies of Serbia/Greece and their Turkish patrons

“We have many Muslim and Turkish brothers there and they cannot enjoy the Ramadan period as much as they want. We started this project to give them this spiritual taste of Ramadan and to reinforce our solidarity,” Kurt said.

Kurt said regardless of religion, nationality or race, Balkan citizens have given positive feedback about the Bereket Convoy.

“They say that those tables gave them again the peace and the tranquility that they have been looking for after witnessing so many wars in the past in that geography. It somehow dresses their wounds in spiritual way,” he said.

Seadetin Mujezinovic, a city council member in Novi Pazar, a predominately Muslim region of Serbia, told SETimes that such projects connect the people of Turkey and the Balkans, as well as overcome prejudice.

“Novi Pazar is a multi-ethnic environment where non-Muslims live as well, but all of them like this iftar convoy, support and enjoy it since during iftar they get additional knowledge about charity in Islam, and especially during Ramadan to share food is something very important,” Mujezinovic told SETimes.

He added that relations between Serbia and Turkey are already very good following numerous high-level government visits and agreements, but also that activities such as the iftar caravan improve bilateral relations. Serbian puppet govt sucks up to Turkey even more than the anti Greek govt in Athens which GD rightly attacks for appeasement of Turks. Muslims in Serbia's south view Turkey as their country, with ties extending to all areas, cultural, political,economic. This way Turkey has a say in internal Serbian affairs.

According to Muzaffer Kutlay, a Balkan expert from Ankara’s International Strategic Research Organisation (USAK), such projects represent civil initiatives that bilateral relations between the governments cannot cover.

“They have the potential to reach the capillary vessels of the societies through common cultural codes like the Ramadan period,” Kutlay told SETimes, adding that such initiatives are a crucial when searching for new contact points between societies.

For Amina Siljak-Jesenkovic, a professor at Sarajevo University and researcher at Institute for Oriental Studies in Sarajevo, the iftar dinners foster communication with “the widest range of citizens.”

Evans Drishti heads the Istanbul Turkish Association, which works to foster relations between Turkey and Albania from Shkodra, in northwestern Albania. An Albanian citizen, he has been participating in the Bereket Convoy iftars since 2005.

“This convoy shows that the brotherhood doesn’t recognise any limit. Each year we are having an iftar dinner in the main square of Shkodra. This district has a characteristic of having half-Muslim and half-Christian population, which make these iftars much more significant,” Drishti told SETimes.

GERMAN CHANCELLOR Angela Merkel said that Germans have failed to grasp how Muslim immigration has transformed their country and will have to come to terms with more mosques than churches throughout the countryside, according to the Frankfurter Allgemeine Zeitung daily.

“Our country is going to carry on changing, and integration is also a task for the society taking up the task of dealing with immigrants,” Ms. Merkel told the daily newspaper. “For years we’ve been deceiving ourselves about this. Mosques, for example, are going to be a more prominent part of our cities than they were before.”

Germany, with a population of 4-5million Muslims, has been divided in recent weeks by a debate over remarks by the Bundesbank’s Thilo Sarrazin, who argued Turkish and Arab immigrants were failing to integrate and were swamping Germany with a higher birth rate.

The Chancellor’s remarks represent the first official acknowledgment that Germany, like other European countries, is destined to become a stronghold of Islam. has admitted that the country will some become a stronghold.

In France 30% of children age 20 years and below are Muslims. The ratio in Paris and Marseilles has soared to 45%. In southern France there are more Mosques than churches.

The situation within the United Kingdom is not much different. In last 30 years, the Muslim population there has climbed from 82,000 to 2.5 millions. Presently, there are over 1000 mosques throughout Great Britain – – many of which were converted from churches.

In Belgium, 50% newborns are Muslims and reportedly its Islamic population hovers around 25%. A similar statistic holds true for The Netherlands.

It’s the same story in Russia where one in five inhabitants are Muslim.

Balkan jihadists in Syria

By Ioannis Michaletos | The Balkan region is exporting Jihadist fighters to Syria since 2011 and the latest information available point out about an ongoing process which is directly related to an international Al Qaeda related network that was also highly operational in the 1990′s.

Some 30 radical Muslims from Sandzak have been recruited to fight alongside Syrian rebels, reported Blic newspaper, citing “a senior police officer in Novi Pazar,” the capital of the southern Serbian province, which is home to a large Muslim community.

Experts questioned by the Belgrade daily believe that the fighters were previously trained in Vienna, which is thought to be the main center for Wahhabism in Europe. According to other specialists, there are training centres in Novi Pazar, the northern Serbian districts of Novi Sad, Pancevo and in even in Belgrade. […] Several Serbian Muslims were recruited while studying abroad, mainly in Turkey and in Syria.

The daily reminds its readers that Novi Pazar was the scene of a major demonstration organized on August 25 2013 by the conservative “Islamic Nation of Sandzak”

Europol’s specialist Focal Point Heroin team supported the operation and provided operational intelligence analysis and meeting platforms for the investigators involved. Europol’s dedicated operational room provided additional support and coordination facilities on the action day on October 21.

“The European Union is a significant market for opiates including heroin and, in recent years, organised crime engaged in the trade has seen increasing collaboration across national, ethnic and business boundaries,” Europol said.

Heroin consignments destined for the EU are often not controlled by a single criminal organisation, but rather facilitated by several, increasingly co-operative organised crime groups.

Virtually all heroin encountered in the EU originates in Afghanistan and Europol is involved in a wide range of law enforcement operational support activities connected to the trade, the police agency said.

This particular action was in the framework of the EMPACT project on Western Balkans: the European Multidisciplinary Platform Against Criminal Threats (EMPACT) is part of the intelligence-led policing approach to tackle organised crime. Croatian Islamic Leader Speaks at NATO Allied Command Operations

MONS, Belgium – As the first Islamic Mufti to visit NATO Allied Command Operations, Croatian Dr. Aziz Hasanovic gave an in-depth presentation on using the comprehensive approach to integrate religious aspects into training, tactical, and humanitarian assistance missions, on April 10, at the Supreme Headquarters Allied Powers Europe.

To illustrate his point, Hasanovic described how overlooking the religious and cultural aspects of a mission can give the adversaries increased recruiting capabilities and reasons to continue the conflict.



Hasanovic laid out key points that NATO should take into account: principles of Islam, understanding of the Islamic world today, understanding the differences between the Shia and Sunni aspects of religion, and the tribal mentalities in Afghanistan.

In closing his presentation, Hasanovic said the basic principle of operating in Afghanistan and integrating religious aspects into operations is as simple as treating others how you want to be treated.

Following his presentation, Hasanovic spent the remainder of the day in round-table discussions with Allied Command Operations leadership, further discussing the impact of religion on NATO operations.

Ivo Kotevski: Unfortunately Macedonia is not isolated from the problem faced by the countries in the region and the West European countries, especially after the start of the Arab Spring and the conflicts in North Africa and the Middle East.
After the start of the Arab Spring Macedonia is facing an increasing inflow of illegal immigrants and other problems of this kind.
According to the statistical data, the number of the illegal immigrants in the first months of 2013 is almost twice higher compared with the figures for the same time period in 2012.
What is characteristic about the statistics is that there is biggest increase of illegal migrants from Syria, Afghanistan, Pakistan, Ivory Coast, Somalia, and others.

FOCUS: Does Macedonia have specialised centres for sheltering the illegal immigrants and the refugees?
Ivo Kotevski: Macedonia has signed all international agreements concerning the settlement of people with special status: illegal immigrants, refugees and so on.
We do our best and observe the regulations in these agreements and we provide cooperation within their parameters.
Macedonia has also signed agreements on the return of immigrants and the rights of these people are observed.
The refugee centres in Macedonia are under the authorities of the Ministry of Labour and Social Policy and the Ministry of Interior.

FOCUS: Do you think there are any risks of entrance of terrorists presenting themselves as refugees or migrants in Macedonia?
Ivo Kotevski: We cannot exclude this possibility. So far there is no information about higher risk on the territory of Macedonia.

FOCUS: Are there any xenophobic feelings in the country in connection with the immigrants?
Ivo Kotevski: I cannot judge since there are no such studies and surveys so far and now we can discuss the issue only subjectively.
Generally speaking, there is no increase of xenophobia in the country. I think there is no such thing in Macedonia at all and there have never incidents of this kind. However, unfortunately, there are incidents of criminal and material character because of the channels that pass through Macedonia and which are used for the smuggling of illegal immigrants heading towards the EU. But these are classic criminal incidents.
There are cases in which illegal immigrants passing through Macedonia to Serbia are attacked but these attacks are not connected with xenophobic feelings but for the purpose of robbery – they are of material character.

FOCUS: Are the immigrants given shelter and for how long?
Ivo Kotevski: Speaking of the provision of shelter, Macedonia has signed all international agreements and the country is observing them. We observe the rights of every illegal immigrant and we examine all applications for shelter or status. Indeed, there is increase in the requests for shelter over the past few years.
Macedonian authorities do their best to respond the applications following all the set procedures but what is characteristic about them is that most of them are for freedom of movement. If we catch an illegal immigrant, we launch a procedure for their return to the country they came entered into Macedonia from and are sent to the centre for foreigners. There is no freedom of movement there. But if there is a request for shelter, then the migrant is sheltered at a refugee centre, where the person stays for few days – there is no restriction of the movement and one does not wait for the finalisation of the procedure. Since these people are not restricted in movement they find a way to leave Macedonia, which is not the final destination but only a transit country. The final destination is in the EU. Thus, Macedonia is not the end goal but rather a temporary solution.

FOCUS: How much time does it take to obtain a refugee status?
Ivo Kotevski: It depends. There are different stages. Anyway, I will stress on this again – these requests are not connected with people’s wish to be sheltered and stay in Macedonia.

FOCUS: Are there channels for smuggling of immigrants and how many of them has the Macedonian Interior Ministry busted?
Ivo Kotevski: Of course, there are. Macedonia is part of the so-called Balkan route. There are different ways. The people, who are involved in this type of crime and help the illegal immigrants cross the borders, use different ways. They are constantly changing their routes and way of work.
Speaking of the crime rate, in January-September some 79 people were pressed charges for 38 different cases. Some 314 people were busted, most of whom from Afghanistan – 61, Pakistan – 38, and Syria – 28.

FOCUS: Which part of the border do the illegal immigrants enter into Macedonia from?
Ivo Kotevski: There are different tendencies, which are changing over the time but speaking of the immigrants from North Africa, Afghanistan and Pakistan, they are mostly coming from the south border, from Greece.
There is also a regular figure of the immigrants coming from the other two borders. For instance, the western border with Albania – there are people, who are seasonal immigrants and go to work illegally at the plantations in North Greece. But in this case we have another kind of migration. The flow from Greece has been increasing over the past few years, especially after the start of the Arab Spring.

Recep Tayyip Erdogan presented the region of Thrace as a unified area without borders in one of his speeches, which is expected to cause reactions.

During his speech in Kesan, in his last stop of his three-day tour in Eastern Thrace, the Turkish prime minister emphasized that Thrace is of a unique importance for himself and his government.

“Thrace has a special importance and meaning for us. Thrace is at the same time Thessaloniki, Komotini, Xanthi, Deliorman, Vardar, Kircaali, and if we go further back in time, Thrace is at the same time Skopje, Prinzen, Sarajevo”.

The Turkish prime minister, in his speech to the gather crowd tried to make a point of the presence of the Ottoman Empire in the region.

“Thrace is our alive common history in Europe. It is a representative of our past in this region. Today, in regard to our relationships in the geographic region of the Balkans the focus is on our Thrace, with Edrine, Tekirdag, Kirklareli and of course Istanbul.

Last October, Erdogan had caused a diplomatic incident with Serbia during his visit in Bosnia-Herzegovina and Kosovo. In an open gathering in the city of Prizren he had stated that he feels Kosovo as his second country, that “Kosovo is Turkey” and that “the people of Kosovo and Turkey belong to the same country”!

The president of Serbia Tomislav Nikolic had reacted strongly to this and had demanded that the statement be revoked. Nikolic had announced his decision not to take part to the conference between the three countries that takes place every year since 2010, until the Turkish government apologizes.
