Immigrants to be issued ID cards

After months of silence, the government on Tuesday confirmed that Sweden’s Tax Agency (Skatteverket) will be asked to take over responsibility for issuing national identification cards. “I can say now that Skatteverket will be named in the budget as the agency which will issue ID cards,” said Markus Sjöqvist, a spokesperson for Minister of Finance Anders Borg, to The Local. The autumn budget proposition is due to be presented on September 22nd, and will include more details about how much money the government has appropriated for the change. The decision marks a departure from a government report published in December 2007 which proposed that the police should take over responsibility for issuing Swedish ID cards. An official from the Tax Agency said it would have been preferable for the police to issue ID cards, as his agency had not made the necessary preparations. “It’s totally new for us,” said Tax Agency legal expert Lars Tegenfeldt to The Local. “It would have been cheaper for the police to do it as they have most of the equipment in place.” Currently, Swedish ID cards are issued by the police, as well as by some of the country’s larger banks. However, the police will only issue ID cards to Swedish citizens, leaving immigrants and other non-Swedes residing in the country to seek cards from banks, which have proved inconsistent in their application of existing rules regarding who should receive an identification card. The delay in clarifying the new regulations has been an irritant to non-Swedish citizens who report feeling marginalized in their ability to carry out the many tasks in daily Swedish life which require government issued identification. “We care very much about this issue and regret that it has taken so long. It took much more time than we expected,” said Sjöqvist, although he declined to provide an explanation as to why exactly the process had taken so long. In addition, banks themselves appear to have been using the uncertainty surrounding new regulations as an excuse not to issue ID cards to foreigners. In an unconfirmed report published on Tuesday, the Göteborgs-Posten newspaper also raised the issue of the Tax Agency's proposed new role. The newspaper further reported on the case of Inger Jonassen, a Norwegian national who has lived in Sweden for five years but was unable to get her own bank, SEB, to issue her a new ID card after she lost her wallet. “This time they said that I couldn’t get an ID card because of new rules put in place by the government,” Jonassen told the newspaper. Frustrated by the incident, she wrote a letter to the Prime Minister’s office only to receive a response that ID cards “are in principle outside of the state’s control” and that “the state’s influence over the cards’ design is very limited”. The question of which agency should take over ultimate responsibility for issuing Swedish ID cards has remained unanswered for nearly a year and a half, and has been reviewed by three separate ministries in the last six months. In March, a spokesperson for the Ministry of Integration told The Local that the ministry would issue a statement on the issue by Easter. After the date passed, The Local learned the ID card issue had been handed over to the Ministry of Justice for review. But it was Sjöqvist from the Ministry of Finance who was finally able to confirm the government’s plans. He hinted that part of the delay may have been due to the difficulty in working out exactly which agency would ultimately have responsibility. “It has been one of the key issues,” he said. While Tegenfeldt emphasized that the Tax Agency would abide by the government’s decision, he made it clear that agency would have preferred to see a different result. “It’s not a good idea from an economic point of view,” he said. “We’re trying to reduce the size of our organization and this will certainly be an impediment to that.” Tegenfeldt said the Tax Agency had been making “soft moves” in anticipation of being named the new issuer of Swedish ID cards, including exploring possible costs and timelines, but that no major decisions or investments had been made so far. “Of course we can do this, provided we are given the money required,” he said. http://www.thelocal.se/14218/20080909/ |

New Viking grave find in central Sweden

Six grave sites dated from late in the Viking era have been uncovered in Lännäs outside of Örebro in central Sweden. The graves were discovered during an archeological examination ahead of the building of a new parish house beside the Lännäs cemetery, writes the Nerikes Allehanda newspaper. Several artifacts were recovered from the graves, including bronze and iron objects, as well as a unique set of glass beads. “The beads are so specialized that we’re assuming the graves are from the 11th century,” said archeologist Martin Edlund to the paper. In three of the graves, skeletal remains were also uncovered, including a well-preserved cranium of a woman. Concern over magic mushroom use among Sweden's youth

Police in Gällivare in northern Sweden have been informed that the liberty cap mushroom is being picked and used as a drug by the area’s young people. The mushroom (Psilocybe semilanceata) is classified as a narcotic and contains the hallucinogenic compound psilocybin. “Those whose duty it is to monitor and combat drug use in our police district have been informed,” said Gällivare police spokesperson Eva Sjöström to the Norrbottens-Kuriren newspaper. The liberty cap mushroom is most often found in manure filled fields and meadows throughout Sweden, from the southernmost tip to the mountainous regions in the north. The possession and transportation of the drug-classified mushroom is a crime which can result in penalties ranging from fines to up to ten years in prison. “The use of so-called magic mushrooms has occurred to a limited extent in the last ten years. Thousands join march against globalization

Over 10,000 people joined a march against globalization and environmental destruction at the European Social Forum in Malmö on Saturday. The march passed off without incident. Organizers had been expecting a crowd of 20,000 protesters and police were out in force in a show of strength intended to prevent a repeat of the violent clashes and vandalism that had accompanied smaller demonstrations earlier in the week. The demonstration, which was conducted under the main slogan, "Power to the people - against capitalism and environmental destruction. Another world is possible," had a carnival atmosphere as it wound its way through the southern Swedish city. The organizers of the Social Forum, which opened on Thursday, claimed a crowd of 15,000. The marchers, many carrying banners, set off from the suburb of Rosengård at 2pm accompanied by several marching bands, in what was one of the biggest demonstrations organised in Sweden. "We are all here because we have a common message," Thor Rutgersson, a 25-year-old teacher told AFP. "We want better conditions for workers, for students and more cooperation to fight poverty in Europe," he added. The march included delegations from all over Europe, including trade unionists and students. "It is important that the countries from eastern Europe are here today," said Piotr Ostrowsky of the Polish confederation of trade unions, the OPZZ. Saturday's march extended 7.5 kilometres and culminated in Pildammsparken where the crowds were entertained by artists such as Anne Fenney, Mikael Wiehe and Venezuelan band Madera. On Friday, about 100 people threw rocks at police and broke windows in the city centre at the tail end of a demonstration organised by a group called Reclaim the Streets, which had attracted some 700 participants. Danish extradition appeal to the High Court The man is demanded extradited by the Germans, in the same case as that of the alleged Nazi-music distributors in Denmark. In contrast to the Swedes, the Danish authorities are prepared to extradite the two men. The court in Elsinore decided that the two will be handed over to the German authorities south of the border, where they can be punished for publishing banned music. The decision was appealed to the High Court, which has not yet taken a position on whether the two should be extradited. Nothing illegal in Sweden In the German case, the prosecutor’s office in Frankfurt investigated sales of CDs with xenophobic content and after three years of investigations the Germans demanded that Denmark, Finland and Sweden arrests and extradites suspects. But according to the Swedish Ministry of Justice has no basis to comply with the German demands. According to Swedish law the actions, the man is accused of, are not illegal in Sweden. According to the Swedish daily Sydsvenskan there are no regulations concerning prohibited symbols and denying the extermination of Jews is not punishable. |

Violence erupts at nationalist march

Police in Lund in southern Sweden faced paving stones, bottles, and torches flying through the air as they attempted to restore order following demonstrations on Sunday marking the death of King Karl XII. Seven people were arrested and over 130 were detained. Despite the violence, there were no reports of any serious injuries during the November 30th marches held annually by Swedish right-wing groups to honour the Swedish king who died in 1718. Violence erupted when members of several anti-racist groups staged a counter demonstration to force the right-wing marchers to change their route and keep them out of central Lund. "We're satisfied that the right-wing demonstrators were able to carry out their march, even if the route had to be changed. We are, however, very dissatisfied that the left-wing demonstrators attacked police," said the police's Håkan Jarborg Eriksson to the TT news agency. Jarborg Eriksson commanded the roughly 150 officers drawn from all over Skåne county who arrived in Lund to patrol Sunday's demonstrations. The violence began outside Lund's central train station on Sunday afternoon where police had gathered to restrict hundreds of counter-demonstrators. Police were attempting to keep the left-wing activists from reaching the site where supporters of Fria nationalister Skåne ('Free Nationalists of Skåne') were gathering to start their march. Suddenly the counter-demonstrators began throwing paving stones and bottles, and launched a number of fireworks, resulting in the thick smoke covering the area. The nationalists, who numbered about one hundred, were forced to delay their torchlight parade, which was to take them to the northern section of the city. The march was to conclude at the monument which has become a focal point for nationalists and which commemorates Sweden’s victory against Denmark in the Battle of Lund. When the march finally began, the nationalists were escorted by a large police force, paving stones and bottles filled their air, this time being met by lit torches being lobbed back by the nationalist marchers. After a long pause near the monument, the nationalist marchers were taken via "a back way" back toward the city centre and waiting trains. The seven people arrested are between 17 and 26-years-old. They are suspected of assaulting a police officer, vandalism, and preparing to commit serious assault. The roughly 130 demonstrators who were detained for disturbing the peace were taken away in buses. There were also two additional November 30th demonstrations on Sunday in Stockholm in honour of Karl XII. In the afternoon, about 30 people from the National Democrats marched from Östermalm across town to Riddarholmen. A large police presence was on hand to maintain order, but four people were detained. Later in the evening, around 100 supporters of the People's Front party (Folkfronten), the reconstituted party of Sweden's former National Socialist Front (NSF) marched along the same route. Karl XII fought a series of battles against Russia, Denmark, Saxony and Poland. Between 1715 and 1718 he ruled Sweden from Lund. Police took 470 activists into custody at Saturday's demonstrations in Salem, south of Stockholm. 15 were arrested as police reported a "successful day".
Tension was high this year as extremist groups from right and left assembled in Salem, south-western Stockholm, for demonstrations variously in support of neo-Nazi groups or for democracy against fascism. Fire-bombing attacks at the end of November against left-wing activists in nearby Högdalen had caused extra concern at the annual event which takes place to mark the death of a 17-year-old neo-Nazi killed on December 9th 2000. "It was a successful day from a police perspective," said Anders Olsson at Stockholm police to news agency TT. Nätverk mot Rasism (network against racism) held a standing demonstration at around lunchtime and managed to assemble some 350 activists, while the far-right Salemfond was given permission to march to Salem from nearby Rönninge. Police detained 274 demonstrators who had assembled at Rönninge station before dispersing them by buses and trains to locations far from the town. A group of known militant Danish and German activists were collected by police from a bus in Alby and prevented from joining in the Salem demonstrations. A further 33 people from Norway, Germany and the UK were detained at Kafé 44 on Södermalm in Stockholm. In total of 15 of those detained were placed under arrest on suspicion of charges ranging from intent to cause grievous bodily harm, intent to vandalism and sabotage, rioting and weapons offences. At 5.30pm around 700 neo-Nazis joined the march in Rönninge towards the bus stop where the teenager was killed in 2000. The cost of the police demonstration is thought to be in the region of 6 million kronor ($711,000) and opposition to the demonstrations has become more vocal in recent years. The Local reported on Saturday that a group pf cross-party local councillors penned a debate article in Dagens Nyheter on Saturday arguing that the police and the courts are giving permission for an organised riot. Kristina Alvendal, the Moderate party chairman of Stockholm police board, was in Salem on Saturday and was however happy with what she saw.
