UK PM seeks to put pressure on social media groups in wake of Manchester attack

Theresa May will on Friday urge world leaders to harness the anger provoked by the Manchester terrorist attack to put pressure on internet and social media companies to cleanse the web of extremist material.

The UK prime minister will tell the Group of Seven summit in Sicily that internet companies have not done enough to remove harmful material from the web, including videos promoting hate or violence.

Apart from the fight against terrorism, the focus at the G7 gathering will be on US President Donald Trump, who is under pressure from the heads of other leading industrial countries to recommit to free trade and the fight against climate change.

Mrs May, who on Thursday urged Nato to step up its fight against Isis at a summit in Brussels, will urge G7 leaders in Taormina to support a global industry-led forum to agree new standards for removing such material from the internet.

The tech giants of Silicon Valley insist they are working to tackle extremism but have resisted government intervention in the past. Mrs May believes the Manchester attack could prompt world leaders to take a tougher stance.

A British government official said Mrs May would call for a code where website users who posted extremist material would be blocked and where companies notified the authorities when they saw “harmful material”.

“We also want to see revised guidelines on what constitutes harmful material,” the official said. “Those who don’t abide by those guidelines should be held to account.” Mrs May also wants the companies to develop better tools to spot harmful material.

There is, however, a weary acceptance that such calls have been made before, while extremist material continues to proliferate online. Mrs May’s allies say the prime minister believes the internet is the new frontline in the fight against terrorism.

“The threat we face is evolving rather than disappearing,” said the British official. “As Daesh [Isis] loses ground in Iraq and Syria, the fight is moving from the battlefield to the internet.
