The Crown Court hearing was told that on February 6 last year that Sood phoned one of the teenage victims after she posted an advert on the Gumtree website seeking a part-time job.

Prosecutor Sian Cutter said Sood offered to pay her £20 to lie down on a couch and have a massage, which she refused.

He continued to contact her, urging her to meet him at his home. Sood rang her 27 times and sent 15 texts.

The girl complained to a 15-year-old friend at school, who rang Sood and told him to leave her friend alone.

But Sood then directed his attention to the friend, asking if she was interested in "therapy", and sending 26 texts and phoning 152 times in three days, suggesting she visit for "physical tantra".

He told her to bring "toe rings and condoms", the court heard.

Sood suggested picking her up from school, which worried her as she had not told him where it was.

In front of a teacher, she told Sood to stop bothering her on the phone, to which he replied: "Even for £200? Let me know if you change her mind."

He was then reported to the police. When arrested, he accepted he had "sexual motives" towards the schoolgirls and claimed his medication made him "forgetful".

Ms Cutter told the court that Sood had met the 22-year-old woman through Gumtree in January last year, and she went to his home genuinely believing he was a therapist.

Sood took her to his bedroom to demonstrate relief of "aroma and tantra".

He massaged over her clothes, touching her inappropriately and kissing her stomach, causing her to freeze in fear.

Sood massaged her back, pulled down her leggings and underwear and kissed her bottom. She was too scared and uncomfortable to say anything and left, the court heard.

Sood admitted causing or inciting the two teenagers to engage in sexual activity, and to sexually assaulting the 22-year-old.

Judge Michael Pert QC said: "It's conduct of a dirty old man, and you're not even old."

Robert Underwood, mitigating, said Sood began suffering mental health difficulties in 2008, starting with thoughts someone was out to kill him. He has received psychiatric treatment and is on medication.

However, the judge told Sood: "The psychiatric report makes it plain there's no connection between this and your mental health problems."

Sood was given a three-year community order with supervision. He must attend a sex offender group work programme.

He was made the subject of a sexual offences prevention order banning unsupervised contact with children under 16 and restrictions placed on his computer use.

Mr Underwood said: "He's aware of the shame he's brought upon his family.

"His mother is in court but his brother no longer wishes to have anything to do with him.

"Another consequence is that he's lost his job.

"He's a hard working man from a caring family who are very active in their civic responsibilities.

"Other than his mental health problems, there's no explanation as to why he behaved so out of character."

I don't think the parents are permitting this to happen. I think they are unaware. Certainly in at least one case, the girl was so hooked on the drugs that she would leap out of the bedroom window to go and meet her groomers. Parents have been trying to raise this issue for years.

The papers outline many cases of alleged sexual exploitation for which no one was prosecuted, including:

Fifty-four children from Rotherham were linked to sexual exploitation by three brothers from a British Pakistani family. Eighteen girls identified one brother as their 'boyfriend'. He allegedly made several of them pregnant.

An intelligence report for police identified 61 girls who were linked to sexual exploitation by three brothers from another British Pakistani family. It named 41 of the brothers' associates, who allegedly used girls for sex.

A 14-year-old girl was allegedly held in a flat and forced to perform sex acts on four Pakistani men and an Iraqi Kurd asylum seeker. She was interviewed by police on camera and identified her alleged abusers.

A 15-year-old girl spent days in hospital after a broken bottle was allegedly forced inside her by two young men in a park.

After neighbours heard screaming, a 13-year-old girl was found at 3am in a house with a large group of men who had given her vodka. Police arrested the child for being drunk and disorderly but did not question the men.


Among the papers is a confidential 2010 police intelligence report warning that thousands of sexual exploitation crimes are committed in South Yorkshire each year.

'Possibly the most shocking threat is the existence of substantial and organised offender networks that groom and exploit victims on a worrying scale,' the report states. 'Practitioners throughout the force state there is a problem with networks of Asian offenders both locally and nationally.



'This was particularly stressed in Sheffield and even more so in Rotherham, where there appears to be a significant problem with networks of Asian males exploiting young white females.'

The report, seen by The Times, states that such groups are believed to have trafficked victims to other cities and towns, including Bristol, Manchester, Birmingham, Bradford and Dover.

Another confidential 2010 report, for the Rotherham Safeguarding Children Board, warns against drawing too much attention to the ethnic origin of the alleged abusers.

It states: 'Great care will be taken in drafting...this report to ensure that its findings embrace Rotherham's qualities of diversity. It is imperative that suggestions of a wider cultural phenomenon are avoided.'

The documents indicate that sexual exploitation of young girls has been a long-running problem in South Yorkshire.


It is understood that, as long ago as 1996, a social services investigation in Rotherham found concerns that girls at residential care homes were being forced into 'child prostiution' by a small group of men.

Two years later, as many as 70 girls from the town were said to be involved.

More than a decade passed before police in Rotherham mounted their first major investigation into a grooming network in the town.


In 2010 five men were given jail sentences totalling 32 years after being found guilty of a range of sexual offences.

During a trial at Sheffield Crown Court, jurors heard how the men developed relationships with three teenage girls, having sex with them in cars and parks in the Rotherham area.

The girls believed they were in relationships with the much older men.

Rotherham MP Denis MacShane said: ‘The sexual violation and commercial exploitation of young girls by older men is a growing problem and needs far more public policy attention.

'The Rotherham police exposed, arrested and broke up an evil gang of internal traffickers who were sent to prison.

'But it is clear that the internal trafficking of barely pubescent girls is much more widespread and I regret that the police did not tell Yorkshire MPs about their inquiries.

'We need clear leadership from government to eradicate this evil.'

The problem rose to prominence in January last year after former Home Secretary accused some Pakistani men of seeing white girls as 'easy meat' for sexual abuse.

He said at the time: 'There is a specific problem which involves Pakistani heritage men... who target vulnerable young white girls.

'We need to get the Pakistani community to think much more clearly about why this is going on and to be more open about the problems that are leading to a number of Pakistani heritage men thinking it is OK to target white girls in this way.'


He added: 'These young men are in a western society, in any event, they act like any other young men, they're fizzing and popping with testosterone, they want some outlet for that, but Pakistani heritage girls are off-limits and they are expected to marry a Pakistani girl from Pakistan, typically.

'So they then seek other avenues and they see these young women, white girls who are vulnerable, some of them in care... who they think are easy meat.
CHILLING ECHOES OF ABUSE BY SEX GANG IN ROCHDALE



The revelations about sexual exploitation in Rotherham echo the activities of a street-grooming gang which preyed on dozens of young girls in Rochdale, Greater Manchester.

Nine members of the group, including ringleader Shabir Ahmed, 59, were jailed for a total of 77 years by a judge at Liverpool Crown Court in May.

An 11-week trial heard that the men would target vulnerable teenage girls and pass them around for sex.

If the girls did not submit, they were plied with cheap vodka and raped.

It emerged during the trial that police and social services had missed opportunities to stop the abuse.


In August he was given a separate 22-year prison term, to run concurrently with the first, after he was convicted of raping another child in his community.

Earlier this month, Rochdale Borough Safeguarding Children Board announced that a serious case review into the exploitation would be held.

The board's chairman Lynne Jones told the BBC that the review would look at the experiences of four young people and how agencies responded to their needs.

The review would focus on what help was available to the girls in the early stages of their ordeal and how reports of concern about the victims were handled.

'And because they're vulnerable they ply them with gifts, they give them drugs, and then of course they're trapped.'

The revelations come only three months after it emerged that social services in Rotherham had known for six years that a teenage mother, murdered for bringing shame on the families of two men who had used her for sex, was at clear risk from predatory gangs.

Laura Wilson, 17, had been groomed by a string of men before she was stabbed and thrown into a canal to die for informing her abusers' families of the sexual relationships.

Her killer Ashtiaq Asghar, who was 18 at the time, was given a life sentence and will serve a minimum of 17-and-a-half years after he pleaded guilty to murdering Laura in October 2010.

But it emerged in June that Rotherham Council's social services were well aware she was at risk and had received information about certain adults suspected of targeting her from the age of 11.

A serious case review report confirmed that Laura had dealings with 15 agencies and identified 'numerous missed opportunities' to protect her.

It stated that she eventually became 'almost invisible' to care professional.

Rotherham Council's Cabinet member for services for children, young people and families, Councillor Paul Lakin, said: 'There is no question that we will do whatever we can to protect our young people from harm in whatever form that threat takes.

'The Council has already acknowledged publicly that there have been lessons learnt from previous work, cases and investigations and that the support offered to a small number of vulnerable young people has not always reached the high standards we always look to provide.

'From that learning, improvements have been made and new services introduced and those developments will continue.

'Following the recommendations from a serious case review, inspections and our own learning on other cases, the sexual exploitation team has recently evolved from the original youth service project into the new multi-agency service to improve preventative and support work along with boosting efforts to investigate cases and bring people to justice.

'We are also maintaining our major investment in protecting children at a time when public sector budgets are under increasing pressure.

'We have pledged our commitment by prioritising the amount of money being put into safeguarding services along with prevention and early help work with families to help ensure they get the support they need.

'Sexual predators do come from different sections of the community and are criminals who need to be brought to justice regardless of their background.

'We have worked closely with communities and community leaders across Rotherham in recent years to enlist their support in helping to tackle some of these issues and to educate people about sexual exploitation.

'The response has been very positive and our commitment to continue to tackle this issue is shared by local agencies and our communities.'

South Yorkshire Police are yet to comment on the documents.

The UK Moslems involved in the child-sex abuse are originally from countries which are of interest to the UK security services - Iraq, Kosovo, Kurdistan and Pakistan.

Might the UK security services have recruited UK Moslems to fight in Iraq, Kosovo, Pakistan, Libya, Syria...

The sexual abuse, involving many hundreds of kids, took place over a decade.

The main centres of the child abuse gangs appear to have been Sheffield and Rotherham in South Yorkshire.

The picture which emerges from the report by the local safeguarding board is one of vulnerable young girls who were being targeted for sexual abuse being written off by those in authority who believed the girls were 'making their own choices'.

Former Home Secretary Jack Straw said race was an issue in cases where sex gangs are operating.

'There is an issue of ethnicity here which can’t be ignored,' he said.

'It is true that if you go into the sex offenders wings of prisons there are proportionally more white men than Asian men. But there’s also the separate issue of grouping in the Asian community.'

Meanwhile, a Freedom of Information response showed that health workers made 83 formal attempts to tell Rochdale Borough Council they believed young people were being abused or were at risk between 2004 and 2010.

Greater Manchester Police also received 44 referrals from an NHS Crisis Intervention Team, the Guardian revealed.


The father of one of the victims said today: 'This is what I’ve been saying for three years. The staff concerned should be named, shamed and sacked.

'Their wrong-doing, their negligence, their mistakes, have ruined lives. If you do wrong in a job you should be sacked. They have not only done wrong, they have ruined lives.'

Patchy training of frontline staff, the Rochdale Borough Safeguarding Children Board (RBSCB) said was a key problem in not helping the tragic victims.

Their report also says: 'Although, between 2009 and February 2012, some improvements had been consolidated, the review acknowledges there were missed opportunities, over the last five years, to safeguard children and young people who have been affected by sexual exploitation.

The father of a victim of the Rochdale sex gang has called for the care workers who let his daughter down to be ‘named, shamed and sacked’ - after a report laid bare the extent of their failings.

Nine men were jailed in May after being found guilty of exploiting girls as young as 13 as part of a grooming ring.

A court heard how the victims were routinely plied with drink and drugs before being passed around for sex.

The dad of one of the victims said he welcomed the report - but said it told him nothing he didn’t already know.

'Activity to disrupt alleged offenders was developing on the ground but this was not always followed through at a more senior level.

'The early investigations of crimes and the prosecution of alleged offenders were flawed.'

The review comes just days after it was revealed agencies in Rotherham, South Yorkshire, were aware of extensive and co-ordinated abuse of white girls by some Asian men and detailed a range of offences for which no-one has been prosecuted.

Rochdale Council has said it has used the review's findings to implement a catalogue of changes and improvements.

The report looked at how agencies including the council, police, NHS and Crown Prosecution Service (CPS) worked between 2007 and 2012 to safeguard children and young people who were at risk of sexual exploitation.

The report, which specifically followed the treatment of one 15-year-old victim, says: 'While some organisations were consistently supportive in their response, overall child welfare organisations missed opportunities to provide a comprehensive, co-ordinated and timely response and, in addition, the criminal justice system missed opportunities to bring the perpetrators to justice.'

Panel chairwoman Lynne Jones said: 'We have responded to this review and improvements have been implemented. I believe organisations are working better together, sharing information to ensure children are protected and that perpetrators of these crimes are prosecuted.'

She added: 'Raising awareness so that young people are better equipped to understand what is happening to them or their friends has been delivered to 10,000 young people.

'Staff training has ensured that professionals are now more aware and able to respond appropriately.

'We are also seeing stronger joint working on police operations to bring people to justice.'

The review also found:

There were deficiencies in the way that children's social care responded to the victims' needs
In children's social care, the focus was on younger children at risk of abuse from family and household members, rather than on vulnerable adolescents
Agencies which referred potential victims were said to be 'frustrated' that they were not 'being adequately assessed and dealt with by the local authority', and staff failed to escalate their concerns successfully
There was a poor response by children's social care to cases where children were at risk of sexual exploitation



The gang of nine men received jail sentences of between four and 19 years in May from a judge who said they treated their victims 'as though they were worthless and beyond any respect'.

Girls were given alcohol, food and money in return for sex but there were times when violence was used.

Police said the victims were from 'chaotic', 'council estate' backgrounds and as many as 50 girls could have been victims of the gang.

Simon Danczuk MP, representing Rochdale, said: 'The Independent Safeguarding Board's investigation confirms this culture within Rochdale council, as case files show social workers believed young girls who were raped were "making their own choices" and "engaging in consensual sexual activity".

'What this report shows is that young girls' cries for help were systematically ignored and I'm in no doubt that the poor response by council services would have emboldened the criminal to make them think they could carry on abusing with impunity.'


He added: 'They knew the girls had been to the police and social services and because nothing happened they must have thought 'we can get away with raping girls for as long as we want'. This report only looks at one case and clearly shows a culture of neglect. The more thorough Serious Case Review I am sure will reveal an even worse picture.'

A chance to stop the gang was missed in 2008 and both the police and the CPS were forced to apologise for their failings.

The first victim, who was 15 when the abuse began, told the police what had been happening to her in August 2008.

She specifically spoke of her abuse at the hands of two members of the gang who would later be jailed for four years.

Her complaint was not taken seriously and she carried on being abused by the gang until December 2008 when she fell pregnant and moved away.

Jim Taylor, chief executive of Rochdale Borough Council, said: 'We must not forget these terrible acts were committed by criminals and I applaud the bravery of the young women for bringing these cases to court.

'This review highlights that all agencies did not work together adequately and it is very clear that, in the past, council services missed opportunities to offer assistance. I deeply regret this.

'The council accepts the findings of this review, which has shown deficiencies in our children's social care service and, in parts, an unacceptable level of support.

'There was more that could and should have been done to protect the victims when allegations first came to light.

'Unacceptable practice is being investigated and dealt with in line with our procedures.

'We are well aware of the issues the review raises and the way the council and its partners now approach the issue of child sexual exploitation has changed. We are now more able to intervene earlier and more robustly.'

The council's own review of internal processes and procedures will be published next month.

Chief Superintendent Annette Anderson, Divisional Commander for Rochdale, said: 'This report once again highlights the complex nature of child sexual exploitation and we acknowledge its findings.

'We have already stated that there were issues with an initial inquiry into CSE in Rochdale in 2008.

'However, the IPCC are currently supervising an investigation into that inquiry so it would be inappropriate for us to go into further details at this moment.

'What we can say is that GMP's (Greater Manchester Police's) force-wide approach to child sexual exploitation and child abuse in general has changed significantly over the last few years.

'What cannot be lost, however, is that we are talking about the abuse of children by adults and it is the criminals themselves who take ultimate responsibility for their actions.'




Today's report is only one of a number of reviews that are set to be published in the coming months, including the IPCC and a full Serious Case Review, due for publication in 2013.

Richard Scorer, a solicitor for some of the abused girls, said it was 'very likely' they would be taking legal action against the authorities for failing to protect them.

Mr Scorer told ITV's Daybreak programme the report was 'very, very damning', and highlighted 'a whole catalogue of failings, mainly by Rochdale social services'.

He said: 'I think based on the evidence in this report it is very likely that we will be going forward with legal action.

'I think it is right that where social services have failed in this way that they are held properly to account.'

Asked whether the girls have been able rebuild their lives and come to terms with what happened to them, Mr Scorer said: 'Of course they are deeply traumatised and distressed by these events, which have lasted over many years.

'But they want to have the opportunity to rebuild their lives, the means, the wherewithal to do that, and that of course is part of the reason for bringing this case.

'What they also want to see is some cultural change in social services and hopefully the report is the first stage of that, but they want to press home that point and the legal action is part of achieving that.'

He added: 'I think there was a view in social services that somehow these girls were making their own choices about this.

'The reality is that they were trapped in this situation. They were victims of violence and threats of violence, they were trapped in the situation, they couldn't escape from it and they needed the help and support of social services and the police to do that.

'Of course eventually that came, but it came many years too late.'

The abuse was committed against four girls between March 2008 and December 2009.



Mubarek Ali denied four counts of controlling child prostitution, two of trafficking within the UK for sexual exploitation, and one of causing child prostitution between March 2008 and December 2009.

His brother denied three charges of controlling child prostitution, 11 of sexual activity with a child, two of inciting child prostitution, one of meeting a child following sexual grooming, one of inciting a child to engage in sexual activity, and a count of rape alleged to have been committed between June and September 2008.

'We are satisfied with the sentences handed down at court today and are pleased these two men will now serve significant custodial sentences,' West Mercia Police detective chief inspector Neil Jamieson said.

'Ahdel Ali and Mubarek Ali targeted these girls because of their vulnerability and then systematically groomed them in such a way that eventually they could exploit them sexually for their own gain and gratification.'


Jamieson added that the trial had been an ordeal for the victims who gave evidence.

'I would like to pay tribute to the strength and character shown by all of the victims who came and gave evidence,' he said. 'It has been very challenging for these young women to come forward and give their evidence and I hope that these convictions will go some way to help them move on with their future lives.

'I would also like to thank my team of dedicated officers and staff who worked very hard to bring these men to justice.'

During the trial, Stafford Crown Court heard the pair groomed two teenage girls for sex before persuading them to work as prostitutes for them four years ago.

One of the victims, now aged 19, told the court she and her friend were driven to the Dhaka Tandoori restaurant in Wellington, Telford, Shropshire, after hours.

The woman, giving evidence behind a screen, told the court: 'Two of the men took my friend into a bedroom. It was after the restaurant was closed and there were three men in rooms upstairs.'

She said she went into one room where she found her friend having sex with one of the men. Another man asked her to have sex, she said, but she refused and instead performed a sex act on him.

She told the court: 'I felt I had to do it. I didn’t want to do it.'

When the girls left the restaurant they found the Ali brothers taking drugs and drinking in their car, the jury heard.

The girl told the court: 'They were just laughing. They thought it was funny because we had to do it and they got money for it.'

Earlier the court heard the girl met the brothers when she was 15. She said that they befriended her but when she turned 16 she was forced to have sex with men up to four times a week.

Nine men have been charged following an investigation into child sexual exploitation in the Rochdale area, Greater Manchester police have announced.

The charges relate to offences committed separately against one teenage girl between 2008 and 2009 and include rape, attempted rape and sexual activity with a child aged under 16.

The announcement comes after nine men received heavy jail sentences in May for their part in a child sexual exploitation gang that groomed young vulnerable girls in Rochdale.

A court heard that the five victims – the youngest was 13 when the abuse began – were plied with food, alcohol, drugs and gifts so they could be passed around a group of men for sex.

Police said on Tuesday evening that Freddy Kendakumana, 26, of Illminster has been charged with three counts of rape, attempted rape and four counts of sexual activity with a child under 16.

Roheez Khan, 26, of Rochdale, has been charged with 10 counts of sexual activity with a child under 16.

Chola Chansa, 32, of Illminster, has been charged with two counts of sexual activity with a child under 16.

Ali Asghar Hussain Shah, 39, of Rochdale, has been charged with sexual activity and inciting sexual activity with a child under 16.

Anjam Masood, 30, of Rochdale, has been charged with sexual activity and inciting sexual activity with a child under 16. Asrar Haider, 38, of Rochdale, has been charged with sexual activity and inciting sexual activity with a child under 16.

Abdul Huk, 36, of Rochdale, has been charged with sexual activity with a child under 16.

Lynne Jones, chairman of Rochdale Borough Safeguarding Children Board, said: "The board has been working very hard to ensure vulnerable children and young people are protected from all forms of abuse.

"Together with Rochdale borough council, Greater Manchester police, the Crown Prosecution Service, the NHS and our other members we have clear strategies in place to combat child sexual exploitation, which sadly is happening in most towns and cities.

"We are committed to dealing with the issue, ensuring children are protected and those committing this type of crime are brought to justice.

Scores of girls were ‘shared’ with other men at sex parties across the north.

The judge who jailed the nine suggested race may have been a factor in the abuse, telling the men he believed they chose the girls because they were ‘not of your community or religion’.

The investigation into the Rochdale case continues, with detectives still trying to track down four other men said to have abused one of the five girls. Two men aged 33 have been arrested and released on bail pending further enquiries.

Detectives are also investigating ‘numerous’ other smaller sexual exploitation cases, each one believed to involve one alleged victim who claims to have been abused by one or two men.

Greater Manchester Police has doubled the number of detectives working on tackling sexual grooming since the Rochdale convictions earlier this year. Now around 400 detectives are involved in its inquiry into child sexual exploitation and other sex offences across the region.

Detective Chief Superintendant Mary Doyle, head of GMP’s Public Protection Division, said: "There are currently a number of child sexual exploitation investigations underway across the force, which range from individuals up to large groups of offenders that are loosely connected to each other.

"Some of these investigations have arisen from historic allegations and some are based on new complaints.

"We now have a much better understanding of the signs to look for, plus there have been significant improvements in the sharing of information between agencies. Also, the widespread publicity surrounding recent cases has ensured that victims, witnesses, carers and the wider community are much more alive now to the threat.

"Child sexual exploitation is now one of the force’s top priorities and we are absolutely committed to ensuring it gets the resources that it deserves. As a result we have put significant investment into both the Public Protection Division and our co-located multi-agency teams.

"We currently have around 400 officers working full-time as part of these teams, working in a number of areas including child sexual exploitation and other sexual offences."

The nine men who were charged yesterday in connection with the latest Rochdale grooming investigation are:

He told MPs: ‘The British National Party will use grooming as a key element of its campaign in the Rotherham election campaign, which will start soon.

‘Not all British Pakistani men are abusing white kids. There is a minority, though. The media coverage gives long lists of notorious abusers - including vicars, priests and celebrities - who are all white and non-Muslim.’

The ‘vast majority’ of child abusers in this country are white, he added.
‘But we should not get away from the fact that gangs of Muslim men are going round and raping white kids at this moment in time.

‘That is an horrendous thing to say, but it is the fact of what is happening. I want to explore some of the state’s agencies’ behaviour towards that, and some of the community’s associated behaviour and culture.’


Mr Hopkins conceded that his friends in the Commons and ‘back home’ would not like what he was saying, but he felt it had to be said.

‘Fundamentally, there is a sexist behaviour by Muslim men towards women,’ he said.

‘We talk about institutions and commissions and all the rest of it. Fundamentally, as leaders, we need to challenge the behaviour that is going on.

‘We need to do that from a point, though, of not being racist. We are friends who want those people to be successful in our society. They are part of British society, but there is behaviour that is unacceptable.’

Bradford Council for Mosques said Mr Hopkins had overstepped the mark.

A spokesman said: ‘All of us, Muslim or non-Muslim, are equally appalled by the activities of criminals amidst our society.

‘To suggest that the Muslim community does not care is grossly libellous. Kris Hopkins is right to draw the attention to the activities of the criminals and the plight of the victims but he has overstepped his remit,’ he told the Bradford Telegraph and Argus.

‘He has the right to be angry but, equally, a man of his position should be more discerning in what he says and how he says it. He should not overlook the fact that he went around pleading for votes from the same Muslim faith institutions that he so arrogantly dismissive of.’

A major report into child abuse will trigger controversy next week when it plays down the significance of Pakistani men targeting white girls.

It is claimed England’s deputy children’s commissioner Sue Berelowitz will avoid saying there is a specific problem, fearing it might appear politically incorrect.

The move will add to claims that the authorities have turned a blind eye to the problem.

Council officials and police were accused of failing to tackle the problem of Pakistani gangs sexually abusing young girls in Rochdale in Lancashire and Rotherham in South Yorkshire.

A Whitehall source said: ‘It’s important we don’t take a politically-correct approach and pretend there is not a real problem here.

‘Obviously abuse has been carried out by men from all sorts of ethnic background,' the source told The Sun.

‘But that doesn’t mean we cannot say there is an issue about groups of Pakistani men systematically targeting young white girls.’

Earlier this year Ms Berelowitz was at pains to insist inquiries into abuse should not focus solely on young Pakistani men.

She told MPs that children in all communities and ethnic groups were at risk, highlighting cases in Derby, Rotherham, Birmingham and Dewsbury.

‘What I am uncovering is that sexual exploitation of children is happening all over the country,’ she told the home affairs select committee.


‘As one police officer who was the lead in a very big investigation in a very lovely, leafy, rural part of the country said to me: “There isn't a town, village or hamlet in which children are not being sexually exploited.” The evidence that has come to the fore during the course of my inquiry is that that, unfortunately, appears to be the case.

‘We should start from the assumption that children are being sexually exploited right the way across the country.’

However there is growing unease in Whitehall that Ms Berelowitz’s approach will fail to place sufficient emphasis on the problem of Pakistani men targeting young white girls.

A spokesman for the deputy children’s commissioner said: ‘The report recognises that there are many different patterns of abuse and that is clearly identified in the report.

‘As the deputy commissioner has already reported, there is evidence coming in of many different kinds of perpetrators.

‘What has been in recent reports is one pattern of abuse. Our evidence shows it’s not the only pattern of abuse.’

So there it is. This is no longer a white kids rights issue or a morality issue, it's a POLITICAL issue.
